Despite public announcements and media staging of “deals” under President Trump, as of May 28, 2025, no new, fully negotiated, and legally binding trade agreements have entered into force.
The China agreement of May 12, 2025, is preliminary and subject to further negotiations. It has not been ratified and includes no binding commitments under WTO standards.
The UK agreement of May 22, 2025, is likewise only a Memorandum of Understanding (MoU) – not a legally binding trade agreement, but rather a political framework document.
To date, the United States Trade Representative (USTR) has not listed a single new binding agreement concluded during Trump’s second term.
