Last Monday morning, investigators from U.S. Immigration and Customs Enforcement (ICE) showed up at the Washington home of Democratic Congresswoman Ilhan Omar. They searched the residence of a politician whom Donald Trump has publicly attacked for years. Just weeks before the November 3 midterm elections, of all times. The investigation into Omar has reportedly been underway for some time. But now even employees within the agency are questioning why action was taken at this particular moment. One ICE official, speaking on condition of anonymity, said Omar had always been a thorn in the Trump administration's side. The search had to be politically motivated. When agents begin publicly questioning the intentions of their own leadership, trust within a government agency has already suffered serious damage.<\/p>\n\n\n\n

According to several ICE employees, the search is part of a series of frantic measures the administration is taking in response to its worsening prospects in the congressional elections. Behind closed doors, agents are talking about \"midterm panic moves.\" Investigations are ordered, operational rules are changed. Shortly afterward comes the retreat. What was mandatory yesterday is denied today. The badge stays the same, while the political direction apparently changes with the next public outcry.<\/p>\n\n\n\n

The legal question surrounding Omar's case is especially serious. The congresswoman arrived in the United States as a refugee in 1995 and became a naturalized citizen 5 years later. Reports have linked the investigation to her immigration paperwork. Another incident from 2019 has also been mentioned, when Omar sought to correct her birth year in the Minnesota state legislature's library. An investigator with Homeland Security Investigations (HSI) doubts that this alone could explain the search warrant. A judge would not issue a warrant based on crimes that were already beyond the statute of limitations. There must be additional allegations.<\/p>\n\n\n\n

According to the Justice Department, the statute of limitations for criminal offenses involving citizenship is 10 years. Civil proceedings to revoke naturalization are not subject to a comparable time limit. However, according to legal expert Aaron Reichlin-Melnick, the government would have to prove that citizenship had been obtained through fraud or that the requirements for naturalization had never been met in the first place. Such proof is not a political favor that a judge can simply grant on command. What additional suspicions are supposed to justify the search remains publicly unresolved.<\/p>\n\n\n\n

Reichlin-Melnick of the American Immigration Council has long warned about the political use of government law enforcement. In his assessment, Democratic-led states and Democratic politicians in particular are being deliberately targeted. Such actions damage the reputation of investigative agencies. The danger extends far beyond Omar. Once citizens have reason to suspect that investigations depend on party affiliation, even a lawful operation loses some of its credibility.<\/p>\n\n\n\n

In early September, federal investigators were ordered to investigate suspected voter fraud in 9 states, according to an ICE official. Employees were supposed to knock on people's doors and question them about their voting behavior, even though they had no concrete evidence yet. The official called the whole operation ridiculous. Personnel were being tied up for weeks when they were needed for actual criminal investigations. Investigations without sufficient grounds then begin with a knock at someone's front door. Apparently, the suspicion is supposed to be found along the way.<\/p>\n\n\n\n

An employee of the very HSI unit that searched Omar's home was even more scathing. Highly trained investigators should be working cases involving the sexual exploitation of children and human trafficking. Instead, they were being used as pawns in political battles. In his assessment, the agency's current actions were intended to influence the midterm elections and inflame divisions in society. These accusations are coming from inside an agency whose employees rarely speak publicly against their superiors.<\/p>\n\n\n\n

Then came Austin. On September 20, ICE agents shot and wounded a 28-year-old Venezuelan man during a traffic stop in Texas. A few days later, around the weekend of September 25, a surprising internal order went out: Deportation officers were to temporarily stop arresting immigrants without criminal records. Even standing deportation orders issued by judges were reportedly affected.<\/p>\n\n\n\n

When the order became public, the Department of Homeland Security denied it. ICE officials, however, confirmed that it had indeed been issued and followed for 4 to 5 days. One employee said supervisors had communicated the new policy verbally and through group messages. They wanted to avoid leaving a written trail wherever possible. The leadership had apparently wanted to pull back after the shooting in Austin. Once the order became public, the strategy fell apart.<\/p>\n\n\n\n

While restraint was being ordered internally, the same department publicly announced a nationwide crackdown on supposedly criminal immigrants in cities with sanctuary policies. Washington promised a show of force while its own field offices received instructions to do the opposite. The distance between the public threat and the internal order was suddenly greater than the distance between 2 operational sites.<\/p>\n\n\n\n

Another controversy followed on October 1. New guidelines for vehicle stops came to light. The Department of Homeland Security claimed that all officers had always received the appropriate training and that there had been no fundamental change. In fact, the administration had reduced training time at the ICE academy by approximately 40 percent in 2025. Driver training and firearms instruction were also affected. Around 12,000 additional employees were hired afterward. Within just a few months, the leadership changed the rules for vehicle stops for the 3rd time. Back in July, 2 men had already been shot and killed during operations in Texas and Maine. The orders issued afterward were partly called into question through official government websites. One officer described the relationship between field leadership and Washington as complete chaos. The operational rules get corrected. For those who were shot and killed, every correction comes too late.<\/p>\n\n\n\n

On October 8, plainclothes ICE agents opened fire on a vehicle during an operation in New York. At least 7 shots struck the car, according to reports. The driver, a 28-year-old Dominican man, was wounded in the neck. His 5-year-old son was sitting in the back seat. An HSI investigator compared the footage to a carjacking. The officers had once again made serious mistakes. Employees without adequate tactical training were being sent into situations they were not equipped to handle.<\/p>\n\n\n\n

By now, questions are being raised inside ICE that Washington is unlikely to appreciate. Why are investigators being pulled away from fighting serious crimes? Why are orders suspending arrests issued and then denied? And why does a search target one of Trump's most prominent critics just before the elections?<\/p>\n\n\n\n

The political motivation behind individual operations remains an allegation made by agency employees. Their accounts of contradictory orders and conditions inside the field offices, however, paint a disturbing picture. A government can enforce its laws through force. Whether it still follows its own rules is decided where someone signs the order. Inside ICE, even the agents themselves now seem unsure whose interests they are actually serving.<\/p>\n\n\n\n
