The attacks took place off the coasts of Romania and Bulgaria, partly within their exclusive economic zones. Both countries are NATO members. Russian attacks on Ukrainian ports have long since become part of everyday life in this war. Now civilian ships are burning along international shipping routes, crew members are disappearing at sea, and the governments in Bucharest and Sofia are having to confront just how close the war has come to their own borders. Who ordered the latest attacks remains unclear. Suspicion is increasingly falling on Moscow.

On Thursday, a drone struck the San Marino-flagged chemical tanker Wine Trader, which was traveling from Tunisia to Romania. The ship caught fire. 5 sailors were rescued, while 7 remain missing. Just a day earlier, the chemical and oil tanker Yara J, sailing under the flag of the Comoros, had been attacked. Fire broke out there as well. Romania's acting defense minister, Radu Miruta, ordered an investigation. President Nicușor Dan confirmed in Brussels on Thursday that 2 drones had struck the vessels. He did not identify where the drones came from. The Romanian state would respond, he warned.

Off Bulgaria's coast, drones struck 2 more ships on Tuesday. All 15 crew members aboard the Maltese-flagged Chelsea 3 were rescued. The crew reported that 3 aerial drones had struck the deck and hull. Another 11 sailors remain missing from the HS Dignity, registered in Guinea-Bissau. Earlier, a Togo-flagged vessel carrying 12 people had sunk. There was no trace of them. A damaged ship flying the flag of Palau also had to be evacuated.

A Turkish cargo ship carrying corn also sank off Romania after a drone attack. 2 people died, and 11 were rescued. Volodymyr Zelenskyy described it as a horrific Russian attack on a civilian vessel in neutral waters. Bulgarian Prime Minister Rumen Radev said there was no logic in Ukraine attacking its own ships and crews, particularly since Russia benefited from the consequences. He added the crucial point himself: They still could not prove it.

Russian Drones Off NATO Coastlines: When Article 5 Stops at a Maritime Boundary

Within just a few days, 2 NATO countries have witnessed attacks on merchant ships off their coastlines. Crew members are missing, and tankers are going up in flames. Yet it remains unclear whether the Western defense alliance would even be obligated to respond militarily together. The deciding factor could be a boundary that barely stands out on an ordinary nautical chart: the difference between a country's territorial waters and its exclusive economic zone. That is precisely where many of the latest attacks in the Black Sea took place. At least 1 ship, however, was also struck inside Romanian territorial waters.

Article 5 of the NATO treaty requires member states to assist one another in the event of an armed attack, with each country taking whatever measures it considers necessary. Whether attacks on civilian ships inside Romania's and Bulgaria's exclusive economic zones fall under that provision is disputed. Romanian defense analyst Radu Tudor said such a response did not appear to be covered so far. That uncertainty raised serious questions. He also criticized NATO for responding far too slowly in the Black Sea. Russia was moving closer to the alliance's borders as incidents continued to mount. Words were no longer enough.

NATO Secretary General Mark Rutte met Thursday with Bulgarian Prime Minister Rumen Radev and Romanian President Nicușor Dan. They discussed security in the Black Sea and the latest attacks on merchant vessels. Rutte subsequently pointed to strengthened counter-drone capabilities along NATO's eastern flank. The alliance would continue adjusting its deterrence and defensive measures as needed. No concrete decision regarding Article 5 was announced, however.

Russian drones have repeatedly violated Romanian airspace throughout the war, particularly near Ukraine's Danube ports. Ukrainian drones have also crossed borders. In August, Romania deployed 2 F-16 fighter jets against a naval drone believed to be carrying explosives that had been spotted near a major natural gas project. Defense Minister Miruta said the decision was intended to protect the several hundred people working on the platform.

NATO now has to consider how to defend maritime areas where merchant ships are being attacked and people are dying. The issue goes far beyond protecting a shipping route. A possible attack on an alliance member can be examined through legal arguments. A burning ship's bridge, however, cannot wait for the outcome.

A Dangerous Plan for the Black Sea: Turkey Considers Military Escorts for Merchant Ships

Warships could soon be escorting civilian freighters through the Black Sea. The proposal is being considered following the latest drone attacks. According to sources in Romanian defense circles, Turkey is considering inviting all Black Sea coastal states to talks. Together, they could establish a militarily protected corridor for merchant vessels. What looks like a security measure on paper carries considerable risks at sea. A warship escorting a freighter could itself become a target. And according to a source familiar with the situation, Romanian naval vessels currently lack the air defense systems needed to reliably protect themselves against such drones.

The Romanian source explicitly warned about the dangers of such an operation. At the same time, the source doubted that Romania itself was currently the primary target. The attacks were intended to damage Ukraine's economy instead. Since launching its full-scale invasion, Russia has bombarded Ukrainian ports along the Black Sea and the Danube. Alternative export routes have therefore become vital to Kyiv, particularly for grain shipments to Africa and the Middle East. Every additional attack on merchant vessels increases the risk that shipping companies will avoid these routes altogether.

Back in July, Romania and Bulgaria expanded their mine countermeasures cooperation with Turkey in the Black Sea. That cooperation is now also intended to include protecting critical underwater infrastructure. Romania also announced plans for a permanent naval presence in its exclusive economic zone. Now the possible escorting of civilian shipping convoys is being added to the discussion. That creates another problem: Many freighters sail under one country's flag, belong to companies based in other countries, and carry goods between entirely different ports. Why Romanian warships should protect just any merchant vessel is therefore disputed even within defense circles.

The discussion comes at a time when merchant ships have already sunk after drone strikes. A Romanian defense official described the work of recent months: They had constantly been searching for drone debris, both in the water and along the beaches. If the incidents continued, someone would have to intervene. But such an intervention could take the Romanian navy directly into the same waters where civilian sailors have so far borne the brunt of the attacks.

More Than $40 Billion to Fight Drones: NATO Rearms as Insurance Costs Are Already Rising

More than $40 billion is expected to be invested in counter-drone capabilities over the next 5 years. NATO launched an initiative called Drone Edge in July for precisely that purpose. Romania is already participating, and Bulgaria plans to join by the end of October. Defense Minister Dimitar Stoyanov announced the move Wednesday. While the alliance works to expand its technical capabilities, the latest attacks in the Black Sea show just how difficult protecting civilian ships has become. A small drone can set a tanker on fire. Securing shipping routes, by contrast, requires warships, sophisticated defensive systems, and a political decision about when military intervention is justified.

The shipping routes to Romania's port of Constanța are particularly vulnerable. A significant share of regional trade passes through the port. Grain expert Cezar Gheorghe, founder of the consulting firm Agricolumn, said the latest attacks had not yet disrupted trade at the port. He was more concerned about rising insurance premiums. Shipping companies planning to sail from the Bosphorus to Constanța were increasingly having to factor in higher war-risk insurance costs. That burden also affects freighters with no direct connection to the military conflict.

Gheorghe is especially worried about a serious incident directly inside the port or in its immediate vicinity. Back in June, a Ukrainian naval drone exploded there, with 3 more discovered nearby. Such an incident shows how quickly the consequences of the war can reach places where civilian shipping operations are conducted. Romania itself is not at war with Russia. Nevertheless, the country must protect its ports while also preventing an isolated incident from escalating into a military confrontation.

The latest attacks are hitting a region whose economic importance extends far beyond the Black Sea. Grain shipped through these waters reaches markets in Africa and the Middle East. Rising insurance premiums are already making transportation more expensive, even before additional damage occurs. Russia does not even have to strike a port directly for that to happen. Uncertainty about the next drone attack is enough to keep the economic burden growing.

Trump Wants the Election to Be a Personal Vote on Him, and Democrats Are Giving Him $163 Million Worth of Attention

Donald Trump wants Americans to vote in November's congressional elections as though his own name were on the ballot. Democrats are obliging him with a remarkable amount of money. Since September 1, their candidates and supporters have invested more than $163 million in television advertising that explicitly mentions Trump. Those ads have aired nearly 180,000 times on television and streaming services. Republicans, meanwhile, spent just $11 million on approximately 16,000 such broadcasts during the same period. The president is now dominating even his opponents' campaign advertising.

The situation is particularly striking in Georgia. Senator Jon Ossoff invested nearly $3 million in a campaign ad attacking his Republican challenger, Mike Collins. The accusation: Collins supported Trump's war against Iran, backed his tariffs, and supported policies that could double health insurance premiums for more than 1 million people in Georgia. Rising gas prices and more expensive groceries are directly tied to the president's decisions. Republican Party spokeswoman Natalie Baldassarre countered that Democrats were burning through $160 million because they had nothing to offer politically beyond investigations and impeachment proceedings.

In Pennsylvania, Trump Becomes the Campaign Issue Even When the Republican Votes Against Him

Brian Fitzpatrick is among the Republican lawmakers whose reelection prospects in Pennsylvania appear vulnerable. His district is fiercely contested, and his Democratic challenger, Bob Harvie, is a former social studies teacher who now serves as a county official. Since September 1, every Democratic campaign ad in this district has mentioned Donald Trump. Together, the 4 ads have aired around 2,000 times. One features a woman standing at her kitchen stove, explaining that her family can barely make ends meet. Fitzpatrick used to be independent, she says, but now he apparently marches in lockstep with Trump. He no longer stands up for the people in his district.

The congressman's actual voting record, however, tells a different story. Fitzpatrick voted against Trump's tariffs and opposed his claim that he could wage war against Iran without congressional approval. Nevertheless, Democratic campaign ads portray him as a political loyalist of the president. Katarina Flicker, spokeswoman for the Democratic campaign organization House Majority PAC, justified that approach by pointing to voters' concerns. Polls showed that rising living costs were the most important issue. Many people blamed corrupt politicians for driving up prices. The campaign advertising, however, spares voters the trouble of making a more precise distinction about whether the particular lawmaker being attacked actually supported the decision being criticized.

Republicans Barely Mention Their Own President Anymore: Trump Ranks 33rd in Their Campaign Advertising

While Democratic candidates make Donald Trump the dominant subject of their advertising, many Republicans are conspicuously keeping their distance. Among Democrats, Trump ranks 4th among the most frequently mentioned campaign issues. Only healthcare and taxes, along with accusations that opponents are beholden to special interest groups, appear more often. Among Republican candidates, by contrast, their own president ranks just 33rd. Taxes and crime dominate their advertising. An American president who demands that the congressional elections be treated as a vote on himself is mentioned comparatively rarely in his own party's campaign ads.

One exception is Senator Jim Risch of Idaho. He tells voters that he worked alongside Trump to secure the largest tax cuts for working families in American history. Other Republican candidates prefer to focus on local problems or their own political accomplishments. Republican strategist Alex Conant acknowledged that his party had plenty of money and was trying all kinds of messages to see what resonated with voters. Democrats, on the other hand, were pursuing a recognizable approach: A vote for a Republican candidate should, wherever possible, be understood as a vote for Trump. The striking difference in how frequently the 2 parties mention the president shows just how far apart their ideas about the approaching election campaign have become.

$4 Billion in Political Advertising: The Expensive Battle for America's Frustrated Voters

Democrats have spent or reserved $1.8 billion for campaign advertising since September 1, covering elections at the federal and state levels. Republicans have spent or reserved $2.2 billion. Together, that adds up to $4 billion that both parties are using to reach American voters ahead of the congressional elections. Behind those enormous sums, however, lie 2 very different approaches. Democrats are concentrating their attacks on Donald Trump and the economic consequences of his policies. Republican candidates more frequently emphasize taxes or crime. Their own president appears far less often in their campaign advertising.

The war against Iran and American tariffs are giving Democrats plenty of material. Expensive gas and rising grocery prices are easier to communicate in short campaign ads than detailed explanations of economic policy. Higher health insurance costs add to the pressure. Political responsibility is often placed on Trump and the Republicans, regardless of how individual lawmakers actually voted. Republican campaign officials describe this approach as evidence that Democrats have run out of political ideas. Democratic officials, meanwhile, point to polls showing that the affordability of everyday life is a major concern for voters. How much of that $4 billion will actually change political opinions remains unknown. What is certain so far is that American election campaigns are getting more expensive, and the parties cannot even agree on how prominently the sitting president should figure in them.

Independent Journalism · Kaizen Blog

We are where,
it hurts

We do not sit comfortably indoors writing about the world - and we do not stop once the writing ends.
