The most useful thing this administration might leave behind is the instruction manual for its own destruction. Straightening out the country after Trump will take more than reviving the civil service and bringing capable professionals back to their old jobs. It will take a thorough cleanout. The word for it, borrowed from legal history, is lustration, and its purpose is to restore a public office that once again obeys the law. Without that step, the same people will come back as soon as the whole nightmare is over and settle right back in as though nothing ever happened.<\/p>\n\n\n\n

Yale University law professor Dina Francesca Haynes brought up the term after Trump's first term in office. Lustration, she said, is the process of reviewing and removing people from public service who promote extremism or undermine democracy. It has been tried, or at least considered, in countries trying to free themselves from the ruins of fascism and genocide. Every one of those societies faced the same question: Who should still be allowed to wield power after the regime falls? Germany knows the drill from the years after 1945, when it had to remove compromised officials from government offices and courtrooms, sometimes with more courage, sometimes with less. A country that wants to leave its authoritarian past behind must get rid of corrupt public servants and strip them of their pensions, Haynes explained, once their prejudices run so deep that they can no longer carry out their duties impartially. Such proceedings protect democracy from those who work within it while despising it at the same time.<\/p>\n\n\n\n

We've been wrestling with this question for a long time ourselves, because we see it as the bridge back to a democracy that actually works again. Germany would also do well to ask itself that question early. If the AfD ever entered government, the country would be hardly prepared. With the Center for Political Beauty, the Grannies Against the Right, and individual antifascist research groups, there are certainly independent forces that expose wrongdoing and organize public resistance. But individual initiatives like these are not enough to effectively stand up to a politically captured government. A strong, independent network capable of continuing to investigate and document what happens even under a politically captured government simply does not exist on the scale needed. It would have to be supported by investigative journalists and human rights advocates. And it would need legal support that doesn't buckle in court. The information chains people publicly refer to as such are about as useful as a clock without a mechanism. Preparation has to begin while the hands are still moving. Once the party was sitting in government offices, nobody would have worked out how to defend rights and freedoms from inside them. Institutions don't hold together on their own. A casing is no clockwork, and a possible party ban offers no protection for the here and now. In 2024, the Federal Constitutional Court in Karlsruhe excluded the former NPD, now known as \"Die Heimat,\" from state funding for 6 years. In doing so, the court confirmed that Germany's Basic Law distinguishes between banning a political party outright and other constitutional tools for protecting democracy. A constitutional order becomes capable of defending itself only when it knows whom to remove from office in an emergency, and nobody builds a levee in the middle of a flood.<\/p>\n\n\n\n

The state is most vulnerable where it hands out weapons and opens the doors to its secrets. Police and intelligence agencies have powers that reach directly into people's lives. The German military knows the country's vulnerabilities. Police databases contain names and addresses, while intelligence files document individuals' political activities. If any of that information ends up in the wrong hands in violation of the law, it's out there, and it stays out there. So Germany must be able to explain who oversees access to this information and who steps in the moment a public official lends the powers of their office to the enemies of the constitution. The Basic Law has made provisions for this. Article 37 allows federal coercive measures against a state that fails to fulfill its obligations. Article 91, Section 2, permits federal intervention when the free democratic constitutional order is under threat and the state fails to intervene. The legal hurdles are high, and neither provision applies simply because a particular party happens to be in power somewhere.<\/p>\n\n\n\n

Germany's digital backwardness could also turn into a catastrophic breach if things get serious. A country whose administration is still bogged down in entrenched bureaucratic responsibilities and outdated procedures loses valuable time in a crisis, and when it comes to fighting right-wing influences, it is hopelessly outmatched. The conservative stubbornness with which Germany has dragged its feet on digitalization could come at a price that no modernization program introduced afterward could ever make up for. The EU's 2026 Digital Report confirms this lag: Germany scores 79 out of 100 points for digital public services for citizens, below the EU average of 82, and just 77 points for businesses, compared with the EU average of 86. The European Commission explicitly points to structural problems and fragmented responsibilities.<\/p>\n\n\n\n

While the AfD in Germany has slipped from 28% to 26% in Forsa polls since early September, it still holds a clear lead over the CDU\/CSU at 19%. In the United States, a different trend is emerging ahead of the November 3 midterms. Democrats are leading in current polls. Alongside dissatisfaction with Trump's economic policies and the high cost of living, many Americans are also concerned about the future of their democracy. According to a recent poll, 73% of registered voters consider this issue very important. For Trump, growing frustration over rising living costs is increasingly turning into a political reckoning with the way he has governed.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

Trump himself has provided the practical blueprint. A successor could dismantle Immigration and Customs Enforcement, or ICE, using the very same sweeping powers Trump claims for himself when deciding the fate of a federal agency. That includes firing employees and slashing entire budgets. Staff and programs could be transferred to other agencies until there was nothing left of the original one. What one man invented to bend the government to his will would be ready in someone else's hands to heal it. A tool doesn't ask who's holding it.<\/p>\n\n\n\n

The same power could be used against the Trumpist fifth column that would remain lodged in the machinery of government after his departure. A future president should thin out the workforce, the argument goes, perhaps by firing every official hired since 2024. The fact that the administration drastically lowered hiring standards for new ICE personnel more than justifies such a sweeping intervention. That's how the government apparatus fills up with political favorites who are almost impossible to get rid of afterward. When suitability checks disappear, so does the protection that professional qualifications once gave a position. A door that let everyone in won't keep anyone out later.<\/p>\n\n\n\n

The Civil Rights Division of the Justice Department shows just how far the rot has spread. By now, it's staffed with people you wouldn't trust to run a Pizza Hut franchise, much less prosecute civil rights violations. Based on that assessment, there is plenty of room to extend lustration beyond ICE to the entire Trump-infested federal government. Rot doesn't stay in the basement. It spreads upward until the whole house begins to shake. A department that no longer takes its own watchdogs seriously stops being a department at all.<\/p>\n\n\n\n

This is where the greatest danger lies for whoever comes next. The same power in different hands would only be better if it were bound by law. That's what separates a purge from settling scores. Trump grabs whatever he can because he can. A government that respects the rule of law would act because it must, and it would account for every cut it makes, case by case, before courts it doesn't own. Power that places limits on itself is the only kind that deserves any trust after these years. Everything else would just mean a different set of hands gripping the same club.<\/p>\n\n\n\n

The best way to understand this administration is as a criminal syndicate serving its own enrichment and political corruption. Any future administration serious about accountability would have to cut the Trumpist rot out of the government's framework, beam by beam. If that doesn't happen, it will keep growing in the dark, already carrying the next coup within it. Perhaps the most useful thing these years have produced is the instruction manual for permanently dismantling Trumpism. Trumpism wrote it itself.<\/p>\n\n\n\n
