Back in 2011, he wrote that even after an enemy first strike, the United States had to remain fully capable of carrying out a devastating retaliatory strike, and that the forces held back should be able to annihilate the attacker as a functioning society. In the same breath, he argued for limited nuclear options. Behind that is the idea that a president needs additional military steps between doing nothing and full-scale nuclear war. The word \"limited\" almost sounds civilized. A nuclear bomb remains a nuclear bomb, even when a paper lists it as the smaller option. Making the smaller thing thinkable also makes its use thinkable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April, Robert Kadlec, the official responsible for nuclear deterrence, told Congress that Russia and China had to be deterred at the same time. Added to that were growing regional dangers, with Iran explicitly in the picture. Kadlec called, among other things, for a sea-launched nuclear cruise missile. A month later, Colby pushed the argument further before senior military officers. The United States once again faced major-power rivalry under the nuclear shadow, he said. The decisive question, he argued, was how important interests could be defended against nuclear-armed major powers even when those interests were not critical to the survival of the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That turns deterrence into a dangerously mobile word. Nuclear options for conflicts in which national survival is not at stake widen the field in which a president is expected to even think about nuclear weapons. Planning for the bomb in wars that do not threaten survival turns the old meaning of deterrence on its head. In May, Colby followed with a second sentence that makes the direction clear. The weight of the political objective did not automatically require restraint in the use of military force, he said, and under some circumstances could require aggressiveness and a willingness to accept great risks. Those are not the words of a retired strategist speaking on a panel. Colby sits where such ideas can become employment guidance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2026 defense strategy is built around that freedom of action. Colby's report repeatedly says the president must always have the flexibility to act decisively against threats anywhere in the world. Long-range forces are being expanded for the Indo-Pacific, along with more resilient command structures. Nearly $53 billion is supposed to go toward priority munitions in the 2027 budget. Elsewhere, the Department promises to give the president the ability to act \"against any target, anywhere, at any time.\" Even for conventional forces, that is a sweeping description of presidential power. Beside a classified review of nuclear employment rules, it carries a different weight.<\/p>\n\n\n\n<figure class=\"wp-block-video alignwide\"><video height=\"360\" style=\"aspect-ratio: 638 \/ 360;\" width=\"638\" controls src=\"https:\/\/kaizen-blog.org\/wp-content\/uploads\/2026\/10\/b21chkeport23.mp4\"><\/video><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>The B-2 was built for exactly the kind of targets where ordinary bombs have long since reached their limits, deeply buried, hardened, strategically important.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The war against Iran is no theoretical backdrop in this document. The strategy explicitly called for preventing Iran from building a nuclear weapon, the Department writes. Operations were carried out under Trump's orders to enforce that objective militarily, and further strikes remained under consideration for the months that followed. The president was provided credible options to degrade Iran's military capabilities. Washington itself is describing an administration that keeps adding new options after it has already intervened. The experience of this war is now feeding into a strategy that demands even more presidential freedom of action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Trump, that means something very concrete. The American president already has an unusually direct role in authorizing nuclear weapons. The new program does not take that power away from him, it broadens the menu his advisers can put in front of him. The button does not become more powerful, the list beside it does. That includes systems with lower yields and more flexible delivery platforms, while the sea-launched cruise missile widens the range even further. Supporters call it deterrence because an opponent can rely less on Washington backing away from a major nuclear war. The other side of it is sitting right there in plain sight. B-21 production is being increased by 25 percent, Sentinel tests are being prepared, and a dedicated program is being created for a sea-launched nuclear cruise missile along with an adapted warhead. The most troubling sentence is buried almost casually in the document: U.S. nuclear employment guidance is being revised in secret, explicitly with the goal of giving the president more options. At the same time, Washington insists nuclear weapons would be used only in \"extreme circumstances.\" That reassuring formula now sits beside a policy that expands the range of possible nuclear strikes.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The SLCM-N makes this especially clear. A nuclear cruise missile at sea would give the United States an option that depends far less on bases in allied countries. Colby's Department has already created a dedicated office for it and is working on an appropriate warhead. The Navy abandoned similar systems after the Cold War. Now the idea is back because Washington wants more choices for simultaneous crises. The word flexibility sounds harmless until someone asks what it is supposed to be used for. With nuclear weapons, flexibility means more intermediate steps become thinkable between warning and destruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colby himself spoke at the National War College of \"credible, rational nuclear options\" and of limited strikes a president could plausibly authorize. That wording contains the political explosive. A weapon whose use was once seen as the ultimate failure of deterrence is supposed to be placed more firmly into a chain of military decisions. That does not make nuclear war likely. It makes individual nuclear steps easier to plan and therefore easier for a president to consider as concrete options. That is exactly why the talk of lower yield is so dangerous. The more a nuclear weapon is described like a finely calibrated device, the further the language moves away from what actually happens after it is used. The Senate was briefed, and part of the discussions took place behind closed doors. Senator Jack Reed, the ranking Democrat on the Armed Services Committee, was reportedly briefed on these questions without publicly leading the debate so far. Colby's written statement is out in the open, but the decisive rewrite is still moving forward through a classified review. Billions in spending can be voted on, aircraft numbers can be argued over. The rules governing when a president may consider which nuclear option disappear behind secrecy. Yet that is exactly where the question sits that makes everything else dangerous in the first place. A society that no longer knows its most dangerous rules has already surrendered half its control over them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The personnel also fit an administration that increasingly treats war as a technical task for the future. Secretary of War Pete Hegseth has named 83-year-old Newt Gingrich to lead his new Project Meridian, which is supposed to study future forms of warfare. While Washington talks about new technology, figures and ideas from the height of nuclear confrontation are returning at the same time. Progress sometimes looks like a very expensive trip backward. The future of war is being planned here by a man who lived through the old age of deterrence himself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump is not getting a new red button on his desk, that image would be too cheap. He is getting something politically more powerful, more prepared paths that can lead to the same decision. Colby's own document says openly that the president's options are being expanded, while at the same time maintaining that nuclear use remains reserved for extreme circumstances. Between those 2 sentences, there will be more room for military planning than before. Expanding that room does not start a nuclear war. It changes what can even be considered thinkable and militarily acceptable in a crisis. That is why this belongs in public view before an order is written, not after. Nuclear policy lives on deterrence, democracy on watching its most dangerous tools. Once both disappear from view, all that is left is trust, and trust is the thinnest safeguard of all when nuclear weapons are involved. Washington is putting more nuclear options in front of Donald Trump right now.
