Our newsroom has obtained the internal document. \"Making the UN Great Again.\" The line hangs over a government office like a campaign banner. Beneath it are 5 pages addressed to the State Department in Washington, stamped \"UNCLASSIFIED\" and \"SBU\": sensitive, but not classified. At the very bottom, a single word. \"Waltz.\" The diplomatic cable was reportedly sent by Trump's UN ambassador, Mike Waltz, on September 21; it became public that same day. Our newsroom has the document; its contents remain largely unknown in Germany. It reads like a ledger that happens to be managing the planet on the side.<\/p>\n\n\n\n

\"The internal diplomatic cable was sent on September 21, 2026, by Mike Waltz, the U.S. ambassador to the United Nations, and our newsroom has obtained a copy. The date it was sent is documented in the accompanying email. It is not unusual for a 6-page attachment like this to have no date printed on the document itself.\"<\/strong><\/p>\n<\/blockquote>\n\n\n\n

Chapter 1 is called \"Cutting Bloat.\" Waltz lays out the numbers: Around 4,000 civilian UN positions have reportedly been eliminated, and the number of deployed peacekeepers has been reduced by 25 percent. The budget has shrunk by $1.1 billion, the largest cut in United Nations history; American taxpayers are saving more than $200 million annually. Countries contributing troops would now be reimbursed only for equipment they actually use, for an estimated annual saving of around $30 million. Mission leaders would be able to remove underperforming personnel more quickly and address sexual exploitation and abuse more effectively. The motto: Do fewer things, but do them well. Then comes the sentence everything revolves around. Active U.S. leadership can make the United Nations work for American interests. The organization was founded as a common table for the world. Here, it is being measured until there is room for just 1 chair.<\/p>\n\n\n\n

The tone turns coldest when it comes to the Palestinians. Waltz's mission claims it prevented the Palestinian Observer Mission from taking the presidency and vice presidency of the General Assembly. The justification: Those offices could then not be used to advance unilateral initiatives that would undermine American sovereignty and interests. The cable says nothing about which countries went along or how the decision was made. It merely records a line drawn through an unwanted name. The episode appears under the guiding principle of the \"Primacy of Nations\" for the 81st General Assembly, aimed at transnational organizations that supposedly eat away at sovereignty. Written from inside just such an organization.<\/p>\n\n\n\n

On Gaza, the document reaches for the grandest possible claim. Following Trump's meeting with 8 countries during the 2025 General Assembly and the October summit in Sharm el-Sheikh, Waltz's mission says it secured Security Council approval for the president's plan, complete with a \"Board of Peace.\" Against decades of earlier Council resolutions, the cable stresses, and under intense international scrutiny. This, it claims, effectively ended the conflict and opened the way for Hamas to be disarmed. An international stabilization force and a national committee to administer Gaza are planned. The cable celebrates as a historic first the fact that any role for the Palestinian Authority depends on its reform. And that no Palestinian state currently exists. One stroke of a pen in New York, and a war is considered over. The document offers not a single line of evidence that the guns have fallen silent or that the promised institutions are operating. The end of the war is the verdict of the people who wrote it.<\/p>\n\n\n\n

Cut to North Africa. With Resolution 2797 of October 31, 2025, the Security Council reportedly made Morocco's autonomy proposal the basis for negotiations for the first time in the 50-year Western Sahara dispute and declared genuine autonomy under Moroccan sovereignty the most feasible solution. Waltz's diplomats then reportedly brought Morocco and the Frente POLISARIO to the negotiating table. Algeria and Mauritania were there, too, for 3 rounds of talks in Washington and Madrid, after a break of almost 10 years. The UN mission is to become leaner and give Sahrawi representatives a greater role. Lasting solutions are to be sought for a population that has depended on humanitarian assistance for 50 years. The same script plays out between the Democratic Republic of the Congo and Rwanda: At the mission's urging, Resolution 2808 reportedly has the Council welcome the Washington Peace Agreement of June 27, 2025, and press both countries to fulfill their obligations in good faith and without delay. The Security Council as a notary, certifying Trump's agreements.<\/p>\n\n\n\n

Now the winding down begins. UNIFIL, in Lebanon for 48 years and \"stagnant\" according to the authors, is to end in December 2026. Lebanon's government and army would then have to secure the south themselves and effectively confront Hezbollah and Iran. In Yemen, Waltz reportedly secured the termination of the mission supporting the Hudaydah Agreement, saving around $30 million a year. In South Sudan, after secondary tasks were dropped, the protection of civilians would take priority. Humanitarian access and tougher human rights monitoring would also be part of the mission. For the disputed region of Abyei, there would be measurable benchmarks against which Sudan and South Sudan would be held accountable. Waltz's people reportedly worked with Russia to significantly shorten the mandate of the observer force on the Golan Heights. The watchword: back to basics. With Russia, of all countries. Just a few pages later, the same cable complains that Moscow, together with Beijing, is paralyzing efforts against Iran. When it comes to making cuts, they find common ground.<\/p>\n\n\n\n

In Haiti, the direction is reversed: more troops, a smaller bill. The unsuccessful multinational security mission has reportedly been replaced by a larger \"Gang Suppression Force.\" It operates under a Chapter VII mandate of the UN Charter and is authorized to conduct offensive operations. A new UN support office is to handle logistics. The cost of that support, $1 billion, had previously been borne entirely by the United States; in the future, it would come from the mandatory contributions of all member states. Washington's burden would fall by 75 percent. The fighting is to be done primarily by French-speaking international forces; American soldiers are not planned for the mission. Innovative and fairly shared, the mission congratulates itself. What the model will do for the people of Haiti gets no mention in this cost calculation.<\/p>\n\n\n\n

On Iran, the document sounds triumphant. In October 2025, Waltz's mission reportedly carried out a presidential directive alongside the European E3 countries and reinstated international sanctions. The 1737 Sanctions Committee is back in operation, along with its list and binding restrictions on every member state. Russia and China are trying to paralyze it, but Iran's violations remain on the agenda. Then comes the war. During \"Operation Epic Fury,\" the mission reportedly worked with Bahrain to push through Resolution 2817, condemning Iranian attacks on civilian targets and neighboring countries. It also condemned interference with shipping through the Strait of Hormuz. A record 136 countries, roughly 70 percent of the membership, reportedly signed on as co-sponsors. In the middle of a war, the document counts signatures.<\/p>\n\n\n\n

Syria: The mission reportedly had President Ahmed al-Sharaa and Interior Minister Anas Hasan Khattab removed from the sanctions list targeting ISIS and Al-Qaeda. Following Assad's fall and the formation of a transitional government, circumstances had fundamentally changed; the remaining terrorism sanctions would stay in place. A terrorism list, as it turns out, follows power.<\/p>\n\n\n\n

Cuba gets the harshest language in the entire document. Year after year, the General Assembly votes on a resolution opposing the American embargo, a sanction dating back to the days of John F. Kennedy. In October 2025, the mission reportedly launched a diplomatic campaign to peel away support for that resolution. The result, it claims, was the biggest blow to the regime in this vote in decades. Traditional supporters had been won over, shifting the balance of power in the General Assembly. The document does not say how many countries switched sides. No number, no name. Meanwhile, Waltz's diplomats increasingly emphasized that the \"illegitimate\" regime in Havana was using the resolution as a propaganda tool to distract from its own \"corruption, incompetence, and repression.\" The mission says it consistently rejects Cuba's allegation that Washington is pursuing genocidal aims, whether in committee meetings or the General Assembly. Even in the Security Council. The document also lists negotiated resolutions on the human rights situations in 6 countries; Cuba appears on that list right alongside North Korea.<\/p>\n\n\n\n

And suddenly the spotlights come on. An alliance for technology and education was reportedly launched with the first lady, while NASA Administrator Jared Isaacman promoted the expansion of the Artemis Accords. Rapper Nicki Minaj, described in the document as an \"influencer,\" reportedly drew the attention of millions to the persecution of Christians in Nigeria before more than 30 UN ambassadors and a large media presence, leading to progress in combating extremism. Football star Tim Tebow reportedly joined the State Department's bureau responsible for drug enforcement and law enforcement affairs in bringing dozens of ambassadors together against the cross-border sexual extortion of children. Diplomacy as an evening gala.<\/p>\n\n\n\n

\"Trade Over Aid,\" trade instead of aid, is the mission's pet project, conceived as an alternative to development assistance between governments and to China's lending practices, which the document calls \"predatory.\" Launched at the New York Stock Exchange in April 2026, the initiative now reportedly has more than 47 members. A new library is intended to connect private capital with members' needs and identify deals waiting for investors, provided governments undertake market reforms. The mission also reportedly helped the Department of Health and Human Services hold 3 meetings with signatories to the Geneva Consensus Declaration, under which governments oppose an international right to abortion. The United States was to take over its secretariat, as announced in August by Secretaries Rubio and Kennedy. Children are to be protected \"at all stages of life.\" That phrase needs no translation.<\/p>\n\n\n\n

The most explosive sentence appears almost in passing in the humanitarian section. The mission reportedly spoke with senior officials about crises from Gaza to Venezuela, including Cuba. All of this, it says, strengthened Washington's ability to use the United Nations and its own funding for UN agencies as an effective instrument of statecraft. By now, 92 percent of American humanitarian funding reportedly reaches the areas with the greatest need, because every dollar wasted is a dollar's worth of food denied to someone in need. Right alongside that claim, the document describes how Waltz's mission, working with its counterpart in Geneva, is pressing aid organizations to reform. Its star witness is a remark from the deputy leadership of the European Commission's humanitarian aid directorate: Donors should reward organizations that reform and punish those that refuse. Aid organizations that had expected more blank checks were reportedly shocked. That shock goes down on the credit side, too.<\/p>\n\n\n\n

The Trump regime dictates, and the world pays: All member states will now finance the force in Haiti, while people in need bear the cost of aid that flows only where Washington gives its approval. Cuba is the textbook example. For decades, the world has voted against an embargo that has been strangling the island for more than 60 years. Waltz's diplomats peel away votes one by one and dismiss the protest as propaganda. The cable calls wearing down majorities diplomacy.
