The concern goes as far as ICE agents showing up at polling places. When a democracy needs emergency plans for an election before the election has even happened, something has gone badly wrong.<\/strong><\/p>\n\n\n\n

Then there is the Iran war. The first comprehensive report by U.S. government watchdogs acknowledges weapons shortages, hundreds of damaged or destroyed buildings at U.S. bases and losses of as many as 30 Reaper drones. There are also dead service members and billions in costs. While Trump boasts about a new American arms-production record, experts say the industry may need around 3 years to rebuild key stockpiles.<\/strong><\/p>\n\n\n\n

And Russia is firing with Western precision in Ukraine. American Hornady bullets and Finnish Lapua components are ending up in Russian sniper ammunition. More than 10 million bullets from NATO countries have made their way into Russia since 2022. Donald Trump has been trying for months to change the rules of the midterm elections. His administration wanted stricter proof-of-citizenship requirements for voter registration. Then the United States Postal Service was supposed to take on a central role in deciding which voters should receive mail ballots. Courts stopped several of those efforts. The political pressure continues anyway, even as some states have already started mailing ballots. In Congress, Trump backed legislation that would make even broader changes to election law. It is stalled in the Senate because Democrats and some Republicans are resisting it. Trump had already tried to rewrite election rules by executive order. Courts stepped in there as well. His effort to bring mail voting under tighter federal control through the Postal Service was also blocked.<\/p>\n\n\n\n

Spokeswoman Lauren Bis said fears about the election were being fueled by \u201cextreme liberal Democrats.\u201d Measures such as voter ID requirements, she said, were common-sense protections to make sure only Americans decide American elections. The other side sees the same situation from a different angle: A president is changing election rules shortly before a vote whose outcome will determine whether his party keeps control of Congress. Even the definition of caution has become partisan by now.<\/p>\n\n\n\n

They are relying on a law dating back to the Civil War era that prohibits armed federal agents at polling places. For months, the Trump administration has said ICE would not be deployed to police voters during the midterms. The door is still not completely closed. Homeland Security Secretary Markwayne Mullin said individual operations could happen if agents were pursuing a specific person or conducting an investigation. ICE officers have already appeared at polling places in isolated cases over the past year, usually with exactly that explanation.<\/p>\n\n\n\n

That suddenly brings back a very old question: How free is an election when a voter has to walk past armed federal officers on the way to the ballot box? Even if nobody is stopped, the uniform is already standing there. In a tense society, sometimes that presence alone is enough to make people turn around. Denver does not want to run that experiment in the first place.<\/p>\n\n\n\n

Ezra Levin still says the most important task is painfully simple: getting as many people as possible to actually vote. The \u201cNo Kings\u201d network, which has organized large protests during Trump\u2019s 2nd term, is therefore launching a campaign to encourage early voting. Rallies are expected to peak on October 17. Behind that lies a second layer of preparation. If the administration moves aggressively against the election in November, left-leaning organizations and traditional civil rights groups want to be able to put people in the streets quickly.<\/p>\n\n\n\n

It sounds like language Americans once associated with embattled democracies far from Washington. Today, it is being rehearsed for America\u2019s midterm elections.<\/p>\n\n\n\n

The preparation itself is already news. An election for which civil rights groups are writing protest plans, lawyers are preparing judges and political parties are recruiting thousands of observers is carrying its crisis with it weeks before the first ballot is counted.<\/p>\n\n\n\n

The first comprehensive U.S. government report on the consequences of the Iran war sounds far less reassuring than the public statements coming out of Washington. Pentagon watchdogs say the war has left gaps in key weapons stockpiles and exposed bottlenecks in replacing them. Experts estimate it could take around 3 years to rebuild advanced missiles and interceptor stocks to prewar levels. The Pentagon had spent months pushing back against exactly that concern, saying the armed forces had all the weapons they needed for any conflict. Donald Trump responded Monday with his own version of reality. The United States was producing more \u201cExquisite and Elite Weapons\u201d than at any time in its history, the president wrote. New weapons were being delivered every day to U.S. forces in the Middle East. His own government\u2019s report sounds considerably less triumphant.<\/p>\n\n\n\n

The review covers the period from April 1 through June 30 and combines findings from watchdogs at the Department of Defense and the State Department. The U.S. Agency for International Development was also included in the review. After 6 months of war, something Washington had been reluctant to say out loud is now officially on paper: Advanced weapons can be fired faster than factories can replace them. A missile stockpile cannot be refilled with a social media post.<\/p>\n\n\n\n

Iran hit hundreds of buildings at U.S. bases - Bahrain forced the military into an 18-day detour<\/strong><\/h3>\n\n\n\n

Iranian attacks damaged or destroyed hundreds of buildings and other facilities at American military bases, according to the U.S. government watchdog report. Facilities in Kuwait and Bahrain were hit. Qatar and the United Arab Emirates also appear in the accounting. Saudi Arabia and Iraq were struck as well, along with Oman and Jordan. For the first time, there is now a broader official assessment of what Iranian missiles and drones did to American infrastructure.<\/p>\n\n\n\n

The naval base in Bahrain was hit particularly hard. The facility serves as a major U.S. Navy logistics hub for the region and was targeted by Iranian drones as well as ballistic missiles. U.S. Central Command then had to shift parts of its supply operation to more distant locations. One of them was Diego Garcia, the U.S.-British military base in the Indian Ocean. A regional supply route suddenly turned into a 14-to-18-day journey. That is how long some logistics cycles for operations in the Middle East took, according to the report. Acting Navy Secretary Hung Cao described the condition of Bahrain in considerably less technical language: Iran had \u201cblown the hell out of Bahrain.\u201d A task force is now examining how extensive the repairs would have to be for the Navy to keep sustaining its forces there. Sometimes military reach is suddenly measured in the number of days a spare part spends in transit.<\/p>\n\n\n\n

As many as 30 Reaper drones lost - Iran also hit American tanker aircraft on the ground<\/strong><\/h3>\n\n\n\n

The material toll of the Iran war goes far beyond damaged buildings. Dozens of American aircraft and drones were destroyed or damaged, according to the government report. The loss of MQ-9 Reapers was particularly expensive. As many as 30 of those drones may have been destroyed. Each one costs around 30 million dollars. That number alone produces a bill too large even for the Pentagon to bury in the footnotes. Air refueling also took a heavy hit. 7 KC-135s were damaged or destroyed. 5 of them were struck by Iranian munitions while sitting on the ground in Saudi Arabia. Another KC-135 crashed in Iraq after colliding with another tanker aircraft. 6 U.S. service members were killed.<\/p>\n\n\n\n

The report lists those 6 deaths as resulting from a non-hostile event. The same applies to the pilot of a helicopter that crashed into the Arabian Sea. Another 11 service members are listed as killed in action. Deaths occurred in Kuwait and Iraq. Others were reported in Jordan as well as Saudi Arabia. That gives the war a sober second accounting alongside the political speeches: lost aircraft, downed drones and dead service members whose classification depends on whether an enemy missile or a collision killed them. For the families, that column changes very little.<\/p>\n\n\n\n

184 million dollars in damage to U.S. diplomatic facilities - 9,000 Americans had to be evacuated<\/strong><\/h3>\n\n\n\n

American diplomacy also paid for the war in concrete and cash. Iranian attacks damaged U.S. facilities in Iraq and Kuwait. Other sites were hit in Saudi Arabia as well as the United Arab Emirates. The estimated damage to diplomatic facilities comes to 184 million dollars. That figure had not previously been made public. The State Department also reported another 113 million dollars in costs. Nearly 80 million of that went toward emergency measures and contingency evacuations. Since the first U.S.-Israeli strikes on Iran on February 28, the Trump administration has evacuated around 9,000 U.S. citizens from countries in the Middle East as well as Europe. Most evacuees came from Israel. Iraq and Jordan followed.<\/p>\n\n\n\n

By late June, the evacuation operation had cost more than 11 million dollars. It relied on private and commercial flights, along with travel by land and water. The State Department later decided not to seek reimbursement from evacuees. In its own assessment, fully documenting individual travel itineraries would have been impractical. Particularly expensive were the evacuations of 1,200 Americans from the United Arab Emirates. Trips went to places including Istanbul and Athens. Washington was also among the destinations. Those transports alone cost more than 4 million dollars. War sends many kinds of bills. Some arrive as an impact, others as a plane ticket.<\/p>\n\n\n\n

37.5 billion dollars in war costs - while Washington sells more than 44 billion dollars in weapons<\/strong><\/h3>\n\n\n\n

Defense Secretary Pete Hegseth put the cost of the Iran war so far at 37.5 billion dollars during testimony before Congress in late July. While American stockpiles were shrinking and bases were being damaged, another stream of money was moving in the opposite direction. The State Department reported more than 44 billion dollars in new military sales to the region during the period covered by the report.<\/p>\n\n\n\n

The largest share went to Saudi Arabia. Sales included military helicopters as well as munitions and support. Advanced precision weapons systems were also part of the package. Qatar and Kuwait received billions in sales as well. Additional sales went to the United Arab Emirates and Israel. Demand rose in a region where Iran attacked nearly every country that hosted an American military base during the war. Allies therefore bought additional weapons at the same time Washington itself was dealing with gaps in its own stockpiles. The war filled order books at exactly the moment the depots were getting thinner.<\/p>\n\n\n\n

Hegseth\u2019s 37.5 billion dollars covers only the American war costs counted so far. Damage to diplomatic facilities and evacuations appear on other bills. At the same time, government watchdogs are warning of years-long shortages in advanced munitions. On paper, a war can burn through billions while generating billions in sales at the same time. Only the missile does not know which side of the balance sheet it belongs on.<\/p>\n\n\n\n

Russian snipers are firing U.S. and Finnish ammunition - in the middle of the war against Ukraine<\/strong><\/h3>\n\n\n\n

The Russian military is now receiving domestically assembled sniper ammunition containing American and Finnish precision bullets. That marks a new level. Until now, the known cases mainly involved complete foreign-made cartridges or hand-loaded rounds assembled by snipers themselves. Now the Russian weapons manufacturer Promtechnologiya appears to be regularly using those components in ammunition supplied to troops together with ORSIS sniper rifles. In early April 2026, a pro-war Russian Telegram channel reported on ammunition for ORSIS 5000 rifles. It said the rounds used American Peterson cases and Hornady bullets. The Hornady bullet reportedly weighed 11.53 grams. The finished cartridge was said to have been manufactured by Promtechnologiya. In testing at 300 meters, 10 shots reportedly landed in a tight group. The result was given as 0.5 MOA, which at that distance translates to a group roughly 4.5 centimeters across. For snipers, that is exactly the kind of precision these bullets are bought for.<\/p>\n\n\n\n

Just 3 days later came the next piece of information. The American bullets in that configuration were reportedly available only in very small quantities. Ammunition supplied for 6V12 sniper rifles was now said to use Scenar bullets made by the Finnish manufacturer Lapua. The weight remained 11.53 grams, while Russian Irbis 570 powder was listed as the propellant. The cases carried ORSIS markings. So in the 5th year of Russia\u2019s full-scale invasion of Ukraine, a Russian arms manufacturer still has to rely on Western precision bullets to produce sniper ammunition at the level of quality it wants.<\/p>\n\n\n\n

The scale reaches far beyond a few boxes. Between March 2022 and February 2024, more than 10 million bullets made in NATO countries entered Russia, according to the available data. Large numbers of them were long-range .338 Lapua Magnum and .375 CheyTac bullets. Compared with the total ammunition consumption of a full-scale war, those numbers are small. For snipers, the math looks different. Russian manufacturers now make their own precision bullets, but shooters and weapons makers still credit American and Finnish products with better accuracy. Sanctions can make a market harder to reach. Once a bullet reaches the front, though, it no longer asks which customs stamp it once carried.<\/p>\n\n\n\n

From Glock to Lapua - Russia\u2019s ORSIS plant has relied on Western weapons technology for years<\/strong><\/h3>\n\n\n\n

Promtechnologiya is not a company that simply stumbled onto Western components after the war in Ukraine began. The company was founded in 2009 and built up its production with extensive European and American assistance. As early as 2012, the company reached an agreement with Glock GmbH to assemble Austrian pistols in Russia. Glock 17 and Glock 34 pistols were planned. Glock 35 was added later. The first trial batch assembled in Russia included more than 2,000 weapons. After the annexation of Crimea, the project was officially terminated. The supply relationship apparently did not disappear nearly as completely. As late as November 2023, Promtechnologiya imported 100 Glock 43 pistols and another 100 Glock 19 Gen5 pistols.<\/p>\n\n\n\n

In 2013 came cooperation with the American manufacturer ArmaLite. Semi-automatic AR-10 and M-15 rifles were supposed to be assembled in Russia. American components were to be combined with Russian barrels. That agreement was later terminated as well. A few years later, the plant near Moscow said it had fully localized its own version of the AR-10. After the European arms embargo against Russia was imposed in 2014, Promtechnologiya also began assembling Italian Marocchi Si 12 shotguns from imported components. At the time, a Russian named Oleg Benedichuk held the position of vice president at the Italian manufacturer. Sanctions can look very strict as long as nobody asks which crate is rolling through the factory gate.<\/p>\n\n\n\n

Finnish components also appeared long before the current deliveries to Russian soldiers. In 2019, an ORSIS cartridge in .308 Winchester was publicly tested. It used high-precision Lapua Scenar bullets and Lapua cases from Finland. Russian gun forums had already advertised ORSIS ammunition with Finnish cases and Scenar bullets in 2014. VihtaVuori powder was also used. The current use of Western bullets in military sniper ammunition is therefore no sudden technical miracle. It continues a long history in which Russian weapons production repeatedly benefited from Western components. Today those rounds are going to soldiers firing in Ukraine. The distance between a European supplier and a Russian sniper can be surprisingly short.<\/p>\n\n\n\n

More than 10 million Western bullets entered Russia - and the trail also runs through the EU<\/strong><\/h3>\n\n\n\n

Russia manufactures its own bullets for .308 Winchester and .338 Lapua Magnum. The Barnaul Cartridge Plant produces such ammunition, as do manufacturers in Novosibirsk. Techkrim is among them as well. Russian shooters still seek out American and Finnish precision bullets. The reason is accuracy. High-quality sniper bullets are manufactured to tight tolerances in weight and shape. Their trajectory is more predictable and they are less affected by wind. At long range, every millimeter a factory gets right beforehand matters. Russian snipers have therefore used Western bullets in regular military units as well as in Wagner.<\/p>\n\n\n\n

Between March 2022 and February 2024, more than 10 million bullets from NATO countries were imported into Russia. Some of those shipments may have passed through the European Union. There are concrete traces pointing that way. The Russian company IF Tetis received a declaration of conformity on June 8, 2022, for a shipment of American Hornady bullets. The corresponding test documents had already been issued in Finland on April 28, 2022. The testing was carried out by the Lapua Test Shooting Lab under protocol number 393\/16. By that point, Russia\u2019s full-scale invasion of Ukraine had already been underway for more than 2 months.<\/p>\n\n\n\n

Later, tracking the flow became more difficult. After reports on Western arms shipments, Russia\u2019s federal accreditation agency stopped publishing certain declarations of conformity for several customs categories. That makes it much harder to calculate the true volume of new shipments. The market itself is hardly silent. On January 28, 2026, the Russian gun store Orel announced a new shipment of Hornady ammunition. The store belongs to the business group of arms dealer Mikhail Khubutia, a business partner of the Beretta group. Between late August and early September, 7 ads offering Hornady bullets were posted by 5 different sellers in a Russian sales group within just 5 days. Paper can disappear. Merchandise leaves other traces.<\/p>\n\n\n\n

Russian weapons, Western bullets - and EU subsidies are still flowing in Tuscany<\/strong><\/h3>\n\n\n\n

Behind Promtechnologiya stands Konstantin Nikolayev, a Russian businessman with ties reaching deep into the state apparatus. The weapons company was built with support from the circle around then-Deputy Prime Minister Dmitry Rogozin, who oversaw Russia\u2019s defense industry. Until 2012, Rogozin\u2019s son Alexey worked as deputy director general at Promtechnologiya. After public allegations of possible conflicts of interest, he left the company. Rogozin\u2019s nephew Roman later took on a leading role. There are also ties to the family of FSB General Sergey Beseda. A company linked to Beseda\u2019s son Alexey received 187 million rubles from structures connected to Nikolayev and a 25 % stake in a joint venture producing thermal-imaging technology.<\/p>\n\n\n\n

2013 was a particularly busy year. A Cypriot company belonging to Nikolayev paid more than 5 million dollars to the FSB general\u2019s son. That same year, Promtechnologiya signed its agreement with ArmaLite. Nikolayev also bought the La Madonnina winery in Bolgheri, Tuscany. The investment was around 40 million euros. La Madonnina sits right next to famous Italian wineries. The owner is the Cypriot company Cetrezza Trading. It previously belonged to a company in the British Virgin Islands whose beneficial owner was Nikolayev himself. Today Cetrezza is owned by the Magic Forest Trust. Its owners are not publicly known.<\/p>\n\n\n\n

The connection did not disappear cleanly from the records. Cetrezza held an 85 % stake in the Enoteca Tognoni wine shop in Livorno. Nikolayev himself owned another 5 % there until 2024. While his companies manufacture weapons in Russia and Western ammunition makes its way into the country, La Madonnina in Italy has neither been seized nor cut off from public funding. Over the past 10 years, the winery received 135,600 euros from European agricultural funds. Of that, 107,800 euros were paid after Russia\u2019s full-scale invasion of Ukraine began.<\/p>\n\n\n\n

European rules are supposed to require authorities to identify the beneficial owners behind companies receiving public money. In practice, the process stops much earlier. Inquiries to Italy\u2019s Financial Intelligence Unit, UIF, and the National Anti-Corruption Authority, ANAC, found that their databases sometimes do not even reliably identify the beneficial owners of Italian companies, let alone foreign corporate structures. So a man can publicly describe himself as the owner of a winery while Italian authorities, according to their own records, cannot establish a solid link. In Russia, his business circle makes weapons. In Italy, the wine keeps receiving money from Brussels. That is no longer subtle irony. That is a bill with a European return address.<\/p>\n\n\n\n
