Even in Washington, anger is now growing over how openly the president is tying a massive cash payment to the outcome of the election. And this is not just about whether the program could even be financed. Since the beginning of 2025, Trump has repeatedly promised Americans checks, dividends, and rebates. A compilation by the Groundwork Collaborative now counts 15 such announcements. Not a single dollar from any of them has been paid out.<\/p>\n\n\n\n<figure class=\"wp-block-video alignwide\"><video height=\"360\" style=\"aspect-ratio: 640 \/ 360;\" width=\"640\" controls src=\"https:\/\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/fivedolgoptrump.mp4\"><\/video><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Trump: \u201cOnly I can make you this promise: If Republicans win the House and the Senate, I will pay every adult citizen of the United States a $5,000 dividend.\u201d (Trump turns the election into an open deal: First give his party the majority, then every adult gets $5,000. This is vote buying, pure and simple.)<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">At the Republican convention in Dallas on Wednesday night, Trump told Americans to give Republicans the majority in the election. After that, there would be a $5,000 dividend for adults. The program would cost roughly $1.2 trillion. If the money were financed through additional debt, hundreds of billions of dollars in interest costs would pile up over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jim McGovern, the Democratic congressman from Massachusetts, responded dryly: \u201cNothing says confidence like trying to bribe people for votes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fox News host Laura Ingraham later asked Trump a very simple question: If the money is there, why not just pay people the $5,000 now? Trump did not answer the question. Instead, he said Democrats could not do it, that under them there was negative growth, and that the United States was taking in $21 trillion because of his tariffs.<\/p>\n\n\n\n<figure class=\"wp-block-video alignwide\"><video height=\"360\" style=\"aspect-ratio: 640 \/ 360;\" width=\"640\" controls src=\"https:\/\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/trumptariffsmillionfive.mp4\"><\/video><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Ingraham: \u201cWhy not just give the people the $5,000 now? If you have the money, why not just pay it out now?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump: \u201cBecause the Democrats can\u2019t do it. Because with them, it\u2019s negative growth. We\u2019re taking in $21 trillion because of tariffs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fact check: That is not even close to true.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The U.S. government has not taken in $21 trillion from tariffs. According to current Congressional Budget Office figures, about $167 billion in tariffs has been collected so far in the current fiscal year. After taking into account refunds already underway following the Supreme Court ruling, the Penn Wharton Budget Model put the remaining revenue from Trump\u2019s tariffs at only about $132.5 billion.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The claim that the United States has taken in $21 trillion in tariff revenue has nothing to do with the actual numbers. And yet this supposed flood of money is now being used as the explanation for why Trump can supposedly promise Americans $5,000. At the same time, the United States has more than $40 trillion in national debt. He has lied about this over and over again, and he\u2019s lying now. Just like he lied when he said he would lower costs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That criticism did not come out of nowhere. Back on February 19, 2025, Trump talked at the FII Summit in Miami Beach about a so-called DOGE dividend. Twenty percent of the supposed savings from Elon Musk\u2019s Department of Government Efficiency were supposed to go to American citizens. That same day, aboard Air Force One, Trump said again: \u201cI love that. A 20 percent dividend, so to speak, for the money that we\u2019re saving.\u201d Americans never received that dividend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On July 25, 2025, the DOGE dividend suddenly became a possible tariff rebate. Before leaving the White House for Scotland, Trump said \u201cso much money\u201d was coming in that they were thinking about a small rebate for people in certain income groups. On August 3 in Allentown, he again said there could be a \u201cdistribution or dividend to the people of our country,\u201d especially for people with middle and lower incomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On October 1, Trump got more specific. In an interview, he said there might be a payment to Americans, \u201cmaybe $1,000 to $2,000.\u201d A little over a month later, it no longer sounded like a possibility. On November 9, Trump wrote on Truth Social: \u201cA dividend of at least $2,000 a person will be paid to everyone,\u201d excluding high-income people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On November 10, the next version followed. Trump wrote that low- and middle-income Americans should first receive $2,000. Whatever money was left after the $2,000 payments would then be used to substantially reduce the national debt. Later that same day in the Oval Office, he said people with middle and lower incomes would get a dividend of about $2,000.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Our reporting back in November 2025 had already shown that it was never workable. Aboard Air Force One, Trump said he would give back $2,000, \u201cto everybody but the rich.\u201d Asked whether that would happen before Christmas, he replied: \u201cNo, no, not this year. On December 2, during a Cabinet meeting, he once again promised tariff refunds and \u201ca nice dividend to the people,\u201d in addition to reducing the debt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On January 7, 2026, Trump was confronted in an interview with The New York Times about his own promise. His first reaction was: \u201cI said that? When did I say that?\u201d A little later in the same interview, he said he could pay out $2,000 sometime, probably toward the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On January 20, Trump again claimed at a White House press briefing that they would be able to issue at least a $2,000 dividend. This time, he added that he believed they could even do it without approval from Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On February 4, NBC Nightly News asked him whether he could actually promise those checks. Trump replied: \u201cOh yeah, sure. I can do that.\u201d In the very next sentence, he again said he had not made the commitment yet, but might still make it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On February 27, the next version appeared in a fundraising email. The subject line was essentially: \u201c$2,000 stolen from you?\u201d Trump said in the email that he was seriously looking into those checks. At the same time, he again wrote that he had not yet committed to them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those are the promises Elizabeth Warren is now pointing to. The senator from Massachusetts shared the Groundwork Collaborative compilation of 15 announcements involving checks, dividends, and rebates. The result is summed up in one sentence at the top: Of all those promises, exactly zero checks have reached the public.<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"640\" src=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/batch_images-kaizen-blog1.webp?resize=640%2C640&#038;ssl=1\" alt=\"\" class=\"wp-image-45237\" srcset=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/batch_images-kaizen-blog1.webp?w=905&amp;ssl=1 905w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/batch_images-kaizen-blog1.webp?resize=12%2C12&amp;ssl=1 12w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/batch_images-kaizen-blog1.webp?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/batch_images-kaizen-blog1.webp?resize=300%2C300&amp;ssl=1 300w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/09\/batch_images-kaizen-blog1.webp?resize=768%2C768&amp;ssl=1 768w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Mark Pocan, the Democratic congressman from Wisconsin, used exactly that to go after Trump: \u201cSo now it\u2019s $5,000 bribes that Trump will never deliver to attempt to make voters forget what they are paying for gas and food.\u201d Pocan asked what ever happened to the promised DOGE checks. \u201cAmericans are not fools, we know he lies daily.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bernie Sanders went even further, calling Trump \u201cour pathological liar-in-chief.\u201d The senator from Vermont pointed out that Trump had not only promised checks. His earlier promises also included capping credit card interest rates at 10 percent and bringing gasoline down to $2 a gallon. Sanders said this administration was not about helping working families. It was handing out trillions of dollars in tax breaks to the richest Americans while taking away healthcare coverage from millions of people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several Democratic governors also went after Trump. California Gov. Gavin Newsom said Trump now wanted to buy Americans\u2019 votes with $5,000 after the financial damage caused by his policies. He called the promised money \u201ctaxpayer-funded blood money\u201d and described Trump as the most corrupt man ever to occupy the Oval Office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New York Gov. Even for a president she described as notoriously corrupt and lawless, she said, this open and desperate attempt to buy votes in the November election was extraordinary. Gilbert said Trump knows he cannot simply order such a payment himself. Yet he is still promising voters money if they help his party win. She said that was incompatible with the basic principles of American elections and called on Republican politicians to clearly distance themselves from it. The fact that they have not done so across the board, she said, is itself cause for concern. Trump has now explicitly turned the midterm elections into a vote on his own presidency. In Dallas, he told his supporters to vote as if his own name were on the ballot. And right next to that now stands the next cash promise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February 2025, it was supposed to be a share of the DOGE savings. By summer, a tariff rebate had been added. Then it became $1,000 to $2,000. By November, at least $2,000 was supposedly all but decided. In January, Trump initially did not even remember that he had made the promise. Now it has become $5,000.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p><strong>Not one of the announced checks has been paid out so far.<\/strong><\/p><\/blockquote><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">This time, there is something else Trump himself said out loud: Republicans have to win the election first.
