Pierre was 20 years old and had come to the United States to learn. He had graduated from Springfield High School with honors and played soccer. He took part in Junior ROTC and began studying at Wright State University. His family and those around him described a young man whose life in Ohio was only just beginning to take shape. On July 29, Immigration and Customs Enforcement fitted him with a GPS ankle monitor while his immigration proceedings were still ongoing. According to the agency, he had entered the country in 2024 with permission from the U.S. government through the CBP One process. From that day on, he carried the eye of the state on his own ankle, into the lecture hall and through every day he lived.<\/p>\n\n\n\n

My son was fitted with this ankle monitor. He felt like he was being treated like an animal. He went to Cincinnati and Westerville twice to ask the officers to remove the ankle monitor. Because he is a soccer player, he felt ashamed and humiliated. At the university, he was bullied by his classmates and called a criminal. Last Friday, August 28, 2026, he told me: \"Dad, I feel humiliated since they gave all of my classmates in ROTC their uniforms - except me, because of the ankle monitor.\"<\/strong><\/p>\n\n\n\n

This morning, he left the house before 8 a.m. He called me on video and said to me: \"I\u2019m not doing well. Can you come home so we can talk?\" I had to take my youngest son to school. I took him to school. When I came back around 11:30 a.m., the police were standing at my door and told me that he had thrown himself in front of a truck. My son.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

A shackle on someone\u2019s leg does not merely watch, it passes judgment. It tells everyone who looks that a suspect is walking here, and it says that about a young man who had never been proven guilty of anything. A mark of guilt sat on the body of someone no court had found guilty. The state may keep an eye on a person, but the device takes possession of him. The contradiction is out in the open. A man enters the country with the government\u2019s blessing, through a process the government itself created, and a short time later he carries its mark of lost freedom on his leg. Yesterday\u2019s permission becomes today\u2019s shackle, without the slightest thing having changed in his behavior. Pierre wrote publicly about the shame of having to wear the thing and made clear that he had come to study without ever committing a crime. His father, Pierre Ronal Bel, said his son was ashamed in front of his classmates and tried to have the monitor removed. It humiliated him and made him increasingly desperate, it restricted him in the things that mattered to him, right down to soccer. Humiliation is a quiet punishment, it needs no courtroom and no verdict, the look of others is enough. Pierre wore it visibly on his leg, into every classroom and onto every field, and where his peers mocked him, simple monitoring turned into a gauntlet. That is how the order is reversed that says punishment comes only after a guilty verdict.<\/p>\n\n\n\n

His case did not stand alone. In Springfield, electronic monitoring of the Haitian community had been greatly expanded. According to consistent reports, hundreds of Haitian immigrants had been ordered to wear GPS devices after their immigration protections changed. What had once been called protection was taken away, and the withdrawal came in the form of a device. Pierre\u2019s friend Yola Lamarre publicly called the practice dehumanizing and demanded an end to the program. An entire community went to work and school marked from then on, every step stored, every detour treated as suspicion.<\/p>\n\n\n\n

The family connects his growing despair to what happened after the monitor was placed on him. He had felt treated \"like an animal,\" his father said, and he believes the despair over the device contributed to Pierre\u2019s death. That interpretation of the cause is the family\u2019s. What is established is that ICE fitted the monitor and that Pierre himself wrote about its effect on him. His father also reported that Pierre had tried to free himself from the monitoring. ICE rejects any responsibility for his death while at the same time confirming the electronic monitoring during the proceedings.<\/p>\n\n\n\n

The question of responsibility reaches beyond this one student. Surveillance can be attached to a file or to a human being. One examines a case, the other turns the person wearing it into his own prison. His example shows what happens when supervision is carried into every hour of a life, into the lecture hall and onto the sports field. A device associated with punishment publicly marks people who have not been convicted by any court. Humiliation becomes punishment, and the punishment hits the innocent. A society that acts this way saves itself the trial and keeps the harshness.<\/p>\n\n\n\n

Pierre came to learn and build himself a future. Now his friends stand outside a courthouse holding the image of a young man who should have been able to keep living that life. They are demanding an end to the program so that no one else has to carry the burden Pierre himself described before his death.
