To silence an opinion, you do not have to disprove it; you only have to cut the line it travels on. In the latest escalation of its campaign against the political left, Secretary of State Marco Rubio and Treasury Secretary Scott Bessent on Wednesday imposed terror sanctions on the A\/I Collective, a web-hosting provider based in Italy. Federal law gives the Treasury Department broad discretion to put the terrorism label on foreign groups. The target is a collective that runs anonymous email services and the blogging platform noblogs.org. But what could disappear in the United States are the sites hosted there, from left-wing and antifascist groups to individual blogs. A provider of mailboxes and blogs is now on a list designed for bombers and militias.<\/p>\n\n\n\n

The power of this collective lies in the server room<\/strong><\/p><\/blockquote><\/figure>\n\n\n\n

Autistici\/Inventati is not an armed wing, not a militia, and not an underground cell. The collective comes out of Italy's hacktivist and alternative-media scene and has spent years running exactly the kind of infrastructure people use when they do not want every government, corporation, or provider reading along. Email, blogs, hosting, encryption, anonymity. No uniforms, no weapons, no patrols. The power of this collective lies in the server room. Its most radical act is giving people a place where they can speak without first putting their ID on the table. The fact that people whose politics Washington despises also talk over those lines does not make the operator a perpetrator. Otherwise every mail carrier would be an accomplice to the letter they deliver.<\/p>\n\n\n\n

The collective, also known as Autistici\/Inventati, is dedicated to privacy. Hosting with it means staying anonymous, because it does not ask its users for their names or where they come from. The collective provides technical infrastructure for communication, hosting, and anonymity; the U.S. government's public justification does not accuse it of committing acts of violence itself. \"Protest is not terrorism,\" the group said in an unsigned statement, adding that antifascism and anticapitalism are not terrorism either, and that everyone has the right to speak out. It is considering legal action against the sanctions. Anonymity is the promise this collective makes, and that very promise is now being branded with the terrorism label. A service that does not ask its users for their name, address, or identity is now supposed to be held responsible for what individual users send through its lines.<\/p>\n\n\n\n

The penalty was imposed under the Treasury Department's authority to designate groups as Specially Designated Global Terrorists. Americans and U.S. companies are therefore prohibited from financially supporting the collective. A conviction for violating the sanctions can carry up to 20 years in prison. The threat does the work a court otherwise would, because the prospect of that many years behind bars can empty servers faster than any ruling. A label replaces the process, and fear does the rest. The fact that the provider is based in Italy changes little, because the penalty reaches across the Atlantic to every American who financially supports it or enters into a prohibited transaction with it.<\/p>\n\n\n\n

How many groups in the U.S. will now be forced offline or have to move cannot be determined; the collective itself cannot say because it does not collect data on its users. Many are already scrambling to find new providers. The Seattle Anarchist Bookfair warned on Wednesday that its site would most likely go down soon because Washington had imposed sanctions on Noblogs. Also affected are an anarchist radio show in Asheville, North Carolina, and a blog that documents attacks on so-called anti-abortion centers under the name Jane's Revenge. Whether simply hosting a site without any money changing hands would itself be punishable remained unclear at first, but the collective relies on voluntary donations, and that artery is now being cut off. Nobody knows whether a move will take weeks or months, and until then every affected site has one foot in the dark.<\/p>\n\n\n\n

The State and Treasury Departments justify the designation by saying the A\/I Collective served foreign terrorist groups. They cite anarchists who allegedly attacked rail lines and pipelines in Europe, along with left-wing groups in the United States that have used violence. A State Department spokesperson said radical developers provided Marxists and anarchists with a full range of encrypted communications and anonymous hosting services, specifically designed to support far-left networks. Washington does not cite any acts of violence committed by the A\/I Collective itself. Instead, the designation rests on the allegation that the collective provided technical services to other groups, explicitly including the PKK. The tool used by the dangerous and the harmless alike is being punished. Activists use encryption and anonymous hosting, but so do journalists and persecuted people around the world; the label hits the tool, not the act.<\/p>\n\n\n\n

Experts see this as a blow to free speech online. The messenger is being targeted, not the person committing violence, and the consequences for free expression on the internet are enormous. Shayana Kadidal, an attorney with the Center for Constitutional Rights, warned that the government could use the mere connection to the collective against American groups in the future. The Treasury Department could even designate groups inside the United States as global terrorists, although those groups would at least have the ability to challenge the designation in court. A hosting contract could become suspicion, and suspicion could become a case. That is how guilt by association is created, without proof of any act of one's own.<\/p>\n\n\n

The logic behind this reaches far beyond a single collective. A host carries someone else's speech without endorsing it, just as the postal service delivers a letter without knowing what is inside. If the messenger is turned into the perpetrator, every service that allows anonymity becomes suspect, and every group that has ever used it becomes vulnerable. The open internet has so far rested on the quiet understanding that a provider is not responsible for what passes through it. This designation tears up that understanding.<\/p>\n\n\n\n

Mark Bray, a historian at Rutgers University and the author of a book on antifascism, places the move in a longer progression. It began last September, he said, when Trump designated antifa a domestic terrorist organization. The administration is playing a long game, Bray said, trying to establish the existence of a violent left-wing terrorist network, something it has so far struggled to do. The way to extend that to the entire left, he said, is to criminalize everyone the administration claims is connected to that network. Where it goes next, he called the million-dollar question.<\/p>\n\n\n\n

The target of this punishment is not standing in Italy. It sits at every computer in the United States carrying an inconvenient opinion, and in every mailbox that wanted to remain anonymous. The sanction does not distinguish between a hosted call for violence and a hosted poem; the shared wire is enough. <\/p>\n\n\n\n

The absurdity of this construction is only the surface; it becomes dangerous one layer deeper, where having committed no act of violence yourself no longer protects you from being suspected of terrorism. Then even those who merely provide encryption or give server space to the wrong people are pulled into the net. The blow is aimed at the infrastructure on which an opposition can speak at all, while the violence it claims to be fighting becomes secondary. Today it hits A\/I, tomorrow the same standard can be stretched as far as anyone wants. Behind it stands a country that presumes to decide for the entire globe which voice counts as terror and which is allowed to remain, treating its own reach as the law of the world. An administration that cannot find the terrorist network it needs for its story builds one out of the lines its opponents use to speak. That is how you silence the messenger and hope the message disappears with them.<\/p>\n\n\n\n
