A senior official in Tehran has threatened the government in Washington, saying Iran will escalate tensions in the Strait of Hormuz and beyond and launch an attack if the United States does not fully comply with the preliminary peace agreement within a few weeks. The warning came on Monday and left no doubt about where it was directed. It is aimed at the same power Tehran still wants to negotiate with at the same time. The threat and the offer to talk come from the same mouth, on the same day. Hearing both at once leaves open which Tehran cancels out the other.<\/p>\n\n\n\n

If the deadline passes and diplomacy fails, the official said, Tehran will carry out a \u201ctimely and precise\u201d military strike to break the American naval blockade against the Islamic Republic. The sentence names a target and a means, and both are aimed at the opponent sitting at the negotiating table. Breaking a blockade means turning ships and straits into the scene of confrontation, where a single incident is enough to turn a threat into a war. What \u201ctimely and precise\u201d is supposed to mean remains vague, and that uncertainty is itself part of the threat. Efforts to bring both sides back to the table under the June agreement have stalled in recent weeks. Two conditions now stand irreconcilably opposed. Iran\u2019s foreign minister said the Strait of Hormuz would remain closed until the United States first returned to the agreement. The U.S. Treasury secretary, meanwhile, threatened Iran with an economic isolation unlike anything seen before. Each side demands that the other move first, and so neither moves. An agreement that both sides demand from the other no longer holds anyone to anything, it only shows where trust has broken down. Both sides have turned the paper into a condition they hold against the opponent.<\/p>\n\n\n\n

Within the few weeks Iran has set, the United States must fulfill all provisions of the agreement, the official said, and only then would further talks be possible. Mediators were to carry the deadline to Washington and to countries across the region so neighboring states would also know early what Tehran intended to do. Two powers that no longer trust each other now speak only through messengers, and every messenger carries a clock that is already running. Tehran is shifting its approach from defense to attack, the official said, because it is losing faith in the usefulness of diplomacy with Washington. The shield is lowered and the sword is raised, and with that, hope for talks is written off. A state that moves from fending off attacks to striking first is announcing that it considers its patience exhausted. Defense can always be justified, an attack requires a decision, and the official suggests that decision is already taking shape. The wider region he mentioned alongside the strait includes more than water. It includes allies and military bases where an escalation would be felt first. Speaking of the region stretches the threat beyond the Gulf without naming any single location.<\/p>\n\n\n\n

\u201cIt is a proven fact that the U.S. is not serious about a ceasefire and will not commit to one,\u201d the official said. Putting pressure on the enemy or relying on mediators in the hope of a lasting ceasefire was therefore no longer promising. Negotiations require at least some remaining trust, and the official is declaring that trust exhausted. If a ceasefire is ruled out, then only its opposite remains for the coming weeks. The language of a proven fact allows no answer, it shuts down the conversation it claims to be having.<\/p>\n\n\n\n

Over the Strait of Hormuz, one of the world\u2019s most important waterways for the oil trade, the threat of closure is once again hanging. Tehran wants to answer the American naval blockade with a blockade of its own, and each side is waiting for the other to move first. Two blockades that depend on each other are clogging both the shipping lane and the negotiations. The oil markets depend on a strait barely wider than the nerves of the people sailing through it.
