That's how Donald Trump touts his latest addition to the White House, and the list needs no commentary. Anyone who demands a bunker for dancing isn't thinking about dancing anymore. The building is less about protection than putting protection on display, a monument that thinks it's a fortress. At this preliminary stage, the majority said, the preservation group bringing the lawsuit had convincingly shown that Congress had not given the executive branch unlimited authority to dramatically reshape and rebuild the People's House according to the taste of a single president. Trump introduced the two judges as Obama and Biden appointees, as though the value of a ruling depended on who appointed the judge. The lower court had already taken supervision of the construction into its own hands, and the appeals court now upheld that. The message to the president was that he cannot remake the People's House on his own while Congress remains silent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dissent came from federal Judge Neomi Rao of the U.S. Court of Appeals for the D.C. Circuit, herself appointed by Trump. She called it a blatant abuse of discretion. The National Trust, she argued, lacked standing in the first place, the balance of equities clearly favored the government, and the court had put the aesthetic displeasure of a single passerby above security interests, as well as above the danger posed by an open construction site at the president's home and workplace. The court had taken it upon itself to supervise the construction, an overreach her colleagues were now affirming; the work should continue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That single passerby is actually historic preservation professor Alison Hoagland, who condemned the ballroom as a disfigurement of the White House. And if Rao's standard were followed all the way to its conclusion, the government would have a free hand to alter any national landmark, including the Statue of Liberty, something the Justice Department actually tried to argue. The reversal is complete. The same administration that mocks a professor's aesthetic judgment ties the security of the republic to a ballroom. The real aesthete in this dispute works in the Oval Office. The decision is temporarily stayed anyway and has not yet taken effect. The military and the Secret Service, he wrote, view this horrendous and unlawful ruling, which he considers politically motivated, as a threat to national security because the entire complex serves to protect the country and all future presidents. The ruling, he said, endangers the lives of everyone who works at the White House, future presidents and their families. Foreign dignitaries and citizens who want to visit the beautiful executive mansion are supposedly in danger as well. At the end, the president politely thanked everyone for their attention to this profoundly important matter of national security. Read those sentences twice and you realize that the absence of a ballroom is being declared a mortal danger to the republic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The building itself is a panorama of fear. The ballroom is said to include a bomb shelter and a state-of-the-art hospital, along with protective walls and top-secret military facilities. The steel is said to be missile-proof, in columns and beams, while the ceilings and roofs are drone-proof. The glass can withstand bullets as well as explosions, and the ventilation system is military-grade. Everything is connected into one big, expensive and highly complex unit, indispensable to the national security and military operations of the United States. Just how secret the secret facility remains after this self-disclosure online is anyone's guess. A room intended for receptions and dancing thus becomes the most heavily fortified address on the continent, and the thought of a string quartet behind armor-grade glass has something unintentionally comical about it. And yet there is a method to all this armor. Why, he asks, did nobody sue before the bulldozers arrived? The question gives away the method. Build first and let people fight about it later, and you've created the outcome before any court can review it; the accomplished fact is the real fortress. And taxpayers, the benefactor insists, aren't paying anything anyway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The numbers tell a different story than the benefactor does. At first, the ballroom was supposed to cost $200 million. Then it became $300 million, then $400 million after Trump added more construction. In June, it emerged that the total had climbed to $600 million and that taxpayers were expected to cover half of it. So the gift that supposedly doesn't cost a cent actually costs $300 million, paid by the very people being given the gift. The builder still calls it ahead of schedule and under budget even though the original figure wasn't even one-third of today's price. Generosity that triples in price and makes the recipients pay for it carries its contradiction right out in the open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The word gift deserves a second look. The ballroom is supposedly being donated by the president and great patriots, meaning private donors whose names remain in the dark. A public building thus becomes a private gift, half paid for out of private pockets, half out of everyone's pocket, and it bears the taste of a man who would have it named after himself if he could. Anyone who gives an official residence its showpiece buys proximity to the person governing inside it, while the public pays the other half.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is more than a construction farce. A court has reminded the executive branch that even the White House is subject to the law and not to the whims of whoever happens to live there, and the response is an announcement that the administration will go to the highest court, a court that this same government has shaped in its own image over the past several years. Whether the parquet floor ultimately stays in place will be decided less by the structural integrity of the ballroom than by the structural integrity of the separation of powers. A ballroom is a small occasion for a big question, namely whether the law ultimately prevails or the will of the person who happens to have ordered the bulldozers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For months, the president has treated the White House, which belongs to all Americans, like one of his gleaming vacation properties. There is more to that than bad taste. There has always been a distinction between the statesman and the master of his own house, between the one who administers what belongs to everyone and the one who does with his property as he pleases. A republic lives through things that belong to no one person alone, and it begins to die where the common house is rebuilt according to the will of one individual and the public is handed the bill. A president is a temporary guest, not a permanent builder. Public buildings should make their builders disappear rather than immortalize them; they serve those who come afterward. A ballroom shaped by one man's taste and forced on everyone else is the opposite of such a building. The People's House is not the property of whoever happens to live there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the end, what remains is the image from the beginning, the ballroom armored against missiles and drones, built for eternity and for every future president. Anyone who seals a ballroom off from the world like this is admitting, above all, his fear. Rulers throughout history have built in stone what they hoped would outlive their power, and the sand has shattered their statues while the inscription proclaiming their own greatness remained readable for a little while longer. The time they are trying to armor this place against needs neither the approval of Congress nor that of the Supreme Court.
