When roughly 49,000 people crossed from Morocco into the Spanish enclave of Ceuta in a single day, according to Spain's Interior Ministry, and local officials later estimated as many as 60,000 over Thursday and Friday combined, in a city of about 84,000 residents, a second surge began while the first one was still unfolding. This one consisted of claims. At least 57 people died during the crossing, either by drowning or being crushed in the chaos. The reported death toll ranged from just over 40 to nearly 70 depending on the source and the hour, a reminder that the counting was still happening while the tragedy itself was still unfolding.<\/p>\n\n\n\n

An early modern philosopher once warned about the idols of the marketplace, those illusions that arise when words circulating through a crowd become detached from reality and take on a life of their own. What spread across the internet about Ceuta over the past few days became a catalog of exactly those illusions. They are worth examining one by one, claim by claim.<\/p>\n\n\n\n

Republican Thomas Massie confirmed that the United States encouraged Morocco to orchestrate the rush on Ceuta.<\/h4>\n\n\n\n

<\/div>\n\n\n\n

False. On July 15, 2026, the U.S. House of Representatives passed H.R. 8595, the appropriations bill for the Department of State and related programs, by a vote of 217 to 209. Nearly every Republican voted in favor. Thomas Massie was the only Republican to vote against it. His later criticism refers specifically to the accompanying committee report for that bill. The report states that Morocco has long claimed sovereignty over Ceuta and Melilla and supports diplomatic engagement between Spain and Morocco regarding the future status of the two cities. That is the passage Massie criticized, accusing his Republican colleagues of voting for it and then expressing outrage over what happened in Ceuta.<\/p>\n\n\n\n

Neither the committee report, the recorded House vote, nor Massie's published statement contains any claim that the United States encouraged Morocco to organize the rush on Ceuta or send migrants into Europe. After reviewing the original documents, the official voting record, and Massie's own public statements, we found not a single credible piece of evidence supporting that claim. It goes well beyond what the documents actually say and is simply not supported by the available evidence. Anyone making a claim this serious has an obligation to back it up with a verifiable primary source. No such source exists. Anyone who spreads a claim of this magnitude without a single credible piece of evidence forfeits all journalistic credibility and fails in their political responsibility.<\/p>\n\n\n\n

\"49,000 people entered Ceuta from Morocco in a single day.\"<\/h4>\n\n\n\n

Correct, with qualifications. Spain's Interior Ministry estimated roughly 49,000 crossings within 24 hours. Local authorities later put the combined total for Thursday and Friday at as many as 60,000. Both figures remain preliminary because of the chaotic conditions, and neither says anything about how many people actually stayed, since most returned within hours.<\/p>\n\n\n\n

\"Ceuta isn't Europe, so nobody entered Europe.\"<\/h4>\n\n\n\n

Misleading. Geographically, Ceuta is in Africa, but legally it is Spanish territory and therefore part of the European Union. Anyone crossing the border entered EU territory. The second part of the claim is correct only in the sense that nobody reached the European mainland. Ceuta lies outside the regular Schengen Area, and traveling onward is subject to separate border controls.<\/p>\n\n\n\n

\"Most people living in Ceuta are of Moroccan descent.\"<\/h4>\n\n\n\n

Not supported by the evidence and probably false. The city has a large Muslim and Moroccan-descended population, but there is no reliable data showing they make up a majority of the total population. The claim is often used to portray the enclave as already lost.<\/p>\n\n\n\n

\"Nobody can freely travel from Ceuta to mainland Spain or the Schengen Area.\"<\/h4>\n\n\n\n

Correct. Anyone traveling from Ceuta to mainland Spain or another Schengen country is subject to border controls. Entering Ceuta illegally does not create a right to continue onward freely, and asylum claims are processed inside the enclave.<\/p>\n\n\n\n

\"Spain and Morocco are sending everyone back.\"<\/h4>\n\n\n\n

Too broad. The two countries agreed on the return of a large share of those who crossed, but returning every single person is not legally possible once an asylum or protection claim has to be examined. Many migrants returned voluntarily anyway after finding neither food nor shelter in Ceuta.<\/p>\n\n\n\n

\"More than 40,000 had already returned.\"<\/h4>\n\n\n\n

Correct. By Friday afternoon, the government reported 25,000 returnees. By that evening, more than 48,300 of the roughly 50,000 who had crossed were already back, meaning almost all of them. Most returned voluntarily, making the return flow even faster than the initial surge.<\/p>\n\n\n\n

\"The event had no real consequences.\"<\/h4>\n\n\n\n

False. Spain deployed soldiers and additional police, reception facilities were overwhelmed, and dozens of people died. France tightened border controls, and Italy announced restrictions affecting free movement. Anyone claiming there were no consequences overlooks the dead before anything else.<\/p>\n\n\n\n

\"43 people died.\"<\/h4>\n\n\n\n

Too low based on the latest information. News agencies and subsequent reporting now place the death toll at at least 57. Some later reports put the number at 67. At this point, the most reliable figure is at least 57, with the understanding that the final count had not yet been completed.<\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n
<\/div>\n\n\n\n
<\/div>\n\n\n\n

\"Spain's immigration amnesty triggered the surge.\"<\/h4>\n\n\n\n

Not supported by the evidence. The amnesty only applied to people who had entered Spain before January 1, 2026, and who could prove they had lived there for at least five months. More than one million people applied before the deadline closed. New arrivals were never eligible. Even so, the American president and his State Department presented the connection as fact without providing evidence.<\/p>\n\n\n\n

\"The Spanish Supreme Court ruled that migrants can no longer be turned back immediately.\"<\/h4>\n\n\n\n

False as a general statement. The ruling applies only to migrants arriving by sea, who are entitled to due process before being returned, unlike those who cross over the border fence by overcoming a physical barrier. It does not create an open border or a general right to remain. The Spanish government and human rights organizations believe smugglers twisted the ruling online into a supposed guarantee of entry. The June 29, 2026 ruling stemmed from a 2024 case involving a man intercepted at sea who challenged his immediate return. The court found that open water is not a physical barrier like a border fence, meaning summary returns at sea do not apply. Instead, migrants must receive the regular legal process, including access to an attorney and interpreter. While formally designed to take up to 72 hours, that process can stretch into months during a mass influx.<\/p>\n\n\n\n

\"German media got the ruling wrong.\"<\/h4>\n\n\n\n

Partly justified, but not as a blanket statement. Some reports oversimplified the ruling, but that does not mean an entire country's media failed to understand it. The oversimplification was far more common online than in mainstream reporting.<\/p>\n\n\n\n

\"Morocco has used migration as political leverage before.\"<\/h4>\n\n\n\n

Correct and well documented. In 2021, Rabat allowed more than 8,000 people to cross into Ceuta with little interference, a move widely seen across Europe as retaliation for Spain's decision to treat the Polisario leader in a Spanish hospital. Even then, the border functioned like a valve that could be opened or closed.<\/p>\n\n\n\n

\"Spain once supported an independent Western Sahara but now recognizes Morocco's claim.\"<\/h4>\n\n\n\n

Imprecisely worded. In 2022, Spain abandoned its previous neutrality in favor of Morocco's autonomy proposal, but it has never formally recognized Morocco's full sovereignty over Western Sahara. There is an important difference between abandoning neutrality and recognizing sovereignty, and this claim blurs that distinction.<\/p>\n\n\n\n

\"S\u00e1nchez's recent trip to Algeria triggered the crisis.\"<\/h4>\n\n\n\n

Plausible, but unproven. Spain's renewed outreach to Algeria is widely seen as a possible source of Moroccan displeasure, and the timing is certainly striking. However, there is no evidence that Rabat ordered or orchestrated the border surge because of the visit. A plausible theory is not the same as proof of causation.<\/p>\n\n\n\n

\"Morocco transported migrants to the border under police supervision.\"<\/h4>\n\n\n\n

Not sufficiently supported by the evidence. Videos show vehicles near the border, and some witnesses claim officers directed people toward Ceuta, but that does not establish a state-organized transport operation. Nor could the claim that a major American newspaper confirmed such an operation be substantiated.<\/p>\n\n\n\n

\"Moroccan security forces initially stood by and did nothing.\"<\/h4>\n\n\n\n

Supported by the evidence. On Thursday, Moroccan gendarmes stood with their arms crossed while thousands crossed the border. It was not until Friday that security forces intervened aggressively, using tear gas, batons, and water cannons to push crowds back. Their initial passivity fuels suspicion, but it does not prove an official order.<\/p>\n\n\n\n

\"Morocco deliberately opened the border.\"<\/h4>\n\n\n\n

Unproven. Given the historical context and the initial lack of intervention, it remains a serious possibility. But Rabat denies orchestrating the events, and no conclusive evidence has emerged. Morocco's ambassador even expressed hope that those who crossed would return, insisting the events unfolded against her country's wishes. Morocco also does not recognize Ceuta and Melilla as European territory, even though both have been under Spanish sovereignty for centuries.<\/p>\n\n\n\n

\"Criminal networks and misinformation mobilized the crowds.\"<\/h4>\n\n\n\n

Well supported. Spanish and Moroccan officials, investigative reporting, and human rights activists all agree that rumors about an open border and misleading claims about the court ruling spread rapidly across social media. One activist described it simply: first people heard the border was open, then everyone started citing the court decision.<\/p>\n\n\n\n

\"The lack of economic opportunities for young Moroccans explains the surge.\"<\/h4>\n\n\n\n

Correct as one factor, but not as the only one. Poverty and youth unemployment remain high, particularly away from Morocco's coastal cities. Last year, a younger generation protested for better living conditions. But economic hardship alone does not explain the timing. Poor public services, misinformation about the court ruling, and social media all contributed. The amnesty may explain the broader climate, but not the specific date of the surge.<\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n
<\/div>\n\n\n\n

\"The United States and Israel were behind the crisis.\"<\/h4>\n\n\n\n

Not supported by the evidence. There is no credible evidence that either the United States or Israel played any role in what happened in Ceuta. Hostility toward Spain, close ties with Morocco, or a political interest in weakening the Spanish government are not evidence of involvement. Hostility is not proof of a conspiracy.<\/p>\n\n\n\n

\"Washington and Israel had an interest in creating problems for Spain.\"<\/h4>\n\n\n\n

That is an opinion, not a verifiable fact. It is well documented that relations were severely strained. The American president had spent months attacking Spain and threatening trade measures, while the Israeli prime minister accused Madrid of waging a diplomatic campaign against Israel. But political interests do not establish operational involvement in what happened on the border.<\/p>\n\n\n\n

\"Israel's UN ambassador responded with open mockery.\"<\/h4>\n\n\n\n

Correct. Danny Danon wrote that Spain never misses an opportunity to lecture Israel and should instead explain why it still maintains colonial enclaves in Africa. The statement reflects political gloating, not evidence of any involvement in the crisis.<\/p>\n\n\n\n

\"Yair Netanyahu called for the liberation of Ceuta in 2019.\"<\/h4>\n\n\n\n

Essentially correct. In a 2019 post, he argued that Ceuta and Melilla should be \"liberated\" as supposedly occupied territory. That statement is documented, but it does not constitute evidence of any role in the events of 2026.<\/p>\n\n\n\n

\"Trump called it an invasion and warned the same thing could happen in the United States.\"<\/strong><\/h4>\n\n\n\n

Correct. Donald Trump described the events in Ceuta as the result of failed Spanish immigration policies and referred to the situation as an \"invasion.\" He also warned that similar scenes could unfold in the United States if his administration did not continue protecting the border. Those statements are documented and represent political reactions to the events. They do not establish what actually caused the surge.<\/p>\n\n\n\n

\"Elon Musk compared the images to a zombie apocalypse.\"<\/h4>\n\n\n\n

Correct. The billionaire shared a post comparing the scenes in Ceuta to a zombie apocalypse. Multiple reports confirm the attribution. The images reached millions of people before reality caught up with the narrative.<\/p>\n\n\n\n

Alice Weidel: \"Ceuta is being overrun. 2015 must never happen again.\"<\/strong><\/h4>\n\n\n\n

Correct. AfD leader Alice Weidel described the events in Ceuta as the enclave being \"overrun\" and called for all migrants who entered illegally to be deported \"with the full force of the law.\" She also demanded that the Schengen rules be suspended with respect to Spain if necessary and warned against a repeat of Europe's 2015 migration crisis. Those statements are documented. They represent a political assessment made at a time when key facts surrounding the mass crossing, including the role of smuggling networks, misinformation, the rapid return of most migrants, and Ceuta's unique legal status, had not yet been fully established.<\/p>\n\n\n\n

\"Italy suspended the Schengen Agreement with Spain.\"<\/strong><\/h4>\n\n\n\n

Essentially correct, but it requires context. The Italian government announced a temporary one month suspension of the Schengen rules as they apply to Spain. In practice, this does not mean the end of free movement. Instead, Italy introduced targeted border checks for non-EU nationals arriving from Spain by air or sea. Spanish citizens and other EU nationals remain free to travel, although they may face additional checks. Since Italy shares no land border with Spain, the measure affects only air and sea travel. The Italian government justified the move by pointing to the situation in Ceuta, while the opposition dismissed it as a largely symbolic measure driven by domestic politics.<\/p>\n\n\n\n

\"France strengthened its border with Spain.\"<\/h4>\n\n\n\n

Correct. France's interior minister announced tighter controls along the Spanish border. It was one of the few measures that took effect immediately without any legal dispute over its implementation.<\/p>\n\n\n\n

\"Not a single person reached mainland Europe.\"<\/h4>\n\n\n\n

Correct based on the situation as of Friday evening. The European Union's migration commissioner said that no one had made it to mainland Spain or the rest of the Schengen Area and pointed to the special border controls that already apply to Ceuta and Melilla. That does not mean Ceuta is outside the European Union. The enclave is EU territory, but there is no unrestricted route from Ceuta to mainland Spain or the rest of the Schengen Area.<\/p>\n\n\n\n

\"Ceuta is in southern Spain, and the migrants are spreading across the country.\"<\/h4>\n\n\n\n

False. One widely shared video by a user named Michael McCarthy claimed Spain's southern border had been breached, while an account called Daz News described the entire coastline as being flooded with migrants spreading across the country. In reality, Ceuta is an 18.5 square kilometer peninsula on the northern coast of Africa. Mainland Spain lies across the Strait of Gibraltar, about nine miles away, and anyone wishing to reach it must cross the Mediterranean and pass through border controls.<\/p>\n\n\n\n

\"Spain opened the border or declared a state of emergency.\"<\/h4>\n\n\n\n

Neither happened. Since Spain's transition to democracy following the death of the dictator in the 1970s, the country has declared a state of emergency only three times, two of them during the COVID pandemic, with later court rulings declaring those measures unconstitutional. Instead, the government deployed the military, and Prime Minister Pedro S\u00e1nchez traveled to Ceuta with his interior minister, describing the events as an attack on the country's territorial integrity.<\/p>\n\n\n\n

\"The King of Morocco opened the prison gates for his celebration.\"<\/h4>\n\n\n\n

Exaggerated. An Irish social media group claimed that tens of thousands of released prisoners stormed the border. There is a grain of truth behind the story. Every year on July 30, the anniversary of his accession to the throne, the King of Morocco traditionally grants pardons to prisoners. This year, however, the number was 1,679, not tens of thousands, and there is no evidence that any of those released were among the people crossing into Ceuta.<\/p>\n\n\n\n

\"Fake videos dominated coverage of the crisis.\"<\/h4>\n\n\n\n

Partly true. There is clear evidence that old videos, miscaptioned footage, and other misleading material circulated widely online. However, claiming that most of the videos were fake would require a systematic count that has never been produced.<\/p>\n\n\n\n

\"German broadcaster n-tv aired fake videos from Ceuta.\"<\/h4>\n\n\n\n

Not reliably verified. Without identifying the specific broadcast, the footage in question, and a documented debunking showing it was falsely presented as coming from Ceuta, that claim cannot be treated as established fact. As things stand, the accusation itself belongs among the many unverified claims circulating online.<\/p>\n\n\n\n

\"NIUS reported 60,000 crossings and used fake videos as live footage.\"<\/h4>\n\n\n\n

Partly correct, partly unproven. NIUS's figure of around 60,000 crossings falls within the range later reported by local Spanish authorities for Thursday and Friday combined. However, the separate allegation that the outlet knowingly presented fake or miscaptioned videos as live footage from Ceuta has not been supported by any publicly documented evidence. What is established is that numerous old, miscaptioned, and in some cases allegedly AI-generated videos circulated widely on social media and were debunked by fact-checkers. Whether NIUS actually used any of that material in its reporting remains unproven based on the evidence currently available.<\/p>\n\n\n\n

The Knife Attacks in Ceuta<\/h4>\n\n\n\n

Two separate knife attacks in Ceuta have been confirmed so far, leaving two people with minor injuries and one suspect under arrest. Authorities have not disclosed who the victims were, who carried out the attacks, or whether the incidents were connected to the mass crossing. At the same time, several migrants told Reuters they had been attacked or driven out by residents in El Pr\u00edncipe, a predominantly Moroccan neighborhood in Ceuta. Reuters was unable to independently verify those accounts. Whether those reports are connected to the two confirmed knife attacks remains unknown and is still under investigation.<\/p>\n\n\n\n

What Remains<\/h4>\n\n\n\n

In the end, what remains is what was there from the beginning: an event that was interpreted faster than it was investigated. A small core of facts has been established. Ceuta is in Africa, yet it is part of the European Union. The overwhelming majority of those who crossed returned to Morocco within a single day, and at that point, no one had made it from Ceuta to mainland Spain or onward into the rest of the Schengen Area. Out of hardship and misinformation, amplified by Morocco's long-standing use of the border as a political pressure point, a powerful pull emerged. What remains unproven is that Rabat deliberately orchestrated the crisis, just as there is no evidence of involvement by Washington or Jerusalem. Yet those unproven claims were often stated more loudly than the evidence could support. The idols of the marketplace never needed proof. They only needed reach. And fact-checking always moves more slowly than sharing. That imbalance is the real crisis this day exposed.<\/p>\n\n\n\n
