When the person whose job it was to turn the truth into numbers walks out of the building, that says something about the building that no press release can ever capture. Marc Rosenblum, the departing head of the Office of Immigration Statistics at the U.S. Department of Homeland Security and, at the same time, Deputy Assistant Secretary, has resigned and done something almost no one inside that department does. He openly explained why. He wrote that he was both sad and thrilled that his last day on the job was behind him. The sadness was for his team. The excitement was for the administration he was leaving.<\/p>\n\n\n\n

To understand what is ending here, you first have to understand what had been built. When Rosenblum joined the Office of Immigration Statistics in 2016, it was a scrappy team of just 11 people that struggled to produce its annual report. Over the next ten and a half years, it grew into a staff of 45, expanding its mission from immigration statistics to virtually every statistical function within the department. What had once been an annual report became monthly reporting, along with daily and weekly internal reports, dramatically expanded analytical capabilities, a nationwide council of statistical officers, hundreds of standardized reporting practices, a completely redesigned website, and a migration of its data systems to the cloud. He said it had been an honor to serve the public by improving data quality and supporting evidence based policymaking. An entire decade of work is contained in that single sentence, and an entire decade of work is now being left standing in the rain.<\/p>\n\n\n\n

The department, meanwhile, has become a battleground during Trump's second term, with at least ten deaths connected to enforcement operations, sweeping raids in American cities, exploding spending, a growing network of detention camps, and repeated efforts to keep the data behind those operations out of public view. Yet very few officials have left the department and openly criticized the direction it has taken. Rosenblum is one of the first, and the position he held makes his departure a revealing statement about the condition of the institution itself.<\/p>\n\n\n\n

He had one of the most unusual jobs anywhere inside the department. DHS includes 22 separate agencies, each collecting data in its own way and storing it in isolated systems. Rosenblum's mission, according to a former colleague, was to bring all of those numbers together so headquarters could know exactly how many boats the Coast Guard intercepted off the Miami station and how many of the people aboard were Cuban, Haitian, Nicaraguan, or Venezuelan, and compare those figures with the same nationalities arriving across the southwest border. Anyone who makes the movements of an entire border enforcement system understandable is holding up a mirror to the government. And that mirror eventually became uncomfortable.<\/p>\n\n\n\n

An intelligence agency will never be a model of transparency. But when Rosenblum, a longtime immigration policy expert and former specialist at the Congressional Research Service, assumed responsibility for the department's statistical operations in 2023, he promised as much openness as possible. Data, he said that November, would be released more quickly, more accurately, and across a broader range of the department's activities.<\/p>\n\n\n\n

The exact opposite is what remains of that promise. The Office of Immigration Statistics website covering ICE detentions, Border Patrol apprehensions, and DHS removals has not been updated since February 11, 2025, just weeks after Trump's second term began. Since then, much of the information extracted from the department, often only through Freedom of Information Act lawsuits, has been described by experts as incomplete and unreliable. Ironically, the very data Rosenblum had promised would be released faster and with greater accuracy fell silent first under the new leadership. \"There is no accountability, no way to evaluate what is happening, no public understanding of what is really going on,\" the director of immigration studies at a free market think tank warned as early as November. \"There is nothing that has not already been filtered through a department press release.\"<\/p>\n\n\n\n

This is the real meaning of Rosenblum's resignation. A society governs itself through what it is willing to know about itself, and the first act of a government that no longer believes it owes anyone accountability is to turn off the lights by which it is measured. The moment a government stops counting what it is doing to people, it escapes judgment before that judgment can even be rendered. The truth about any administration is not found in its speeches. It is found in what it refuses to count. And this department has refused to count almost everything for months.<\/p>\n\n\n\n

Rosenblum summed up his departure in words that need no anger to hit their target. \"I'm thrilled to end my relationship with this administration,\" he wrote. \"Between the war on immigrants, the war on feds, and the war on facts, not to mention the crazy war in Iran and the brazen corruption, I just need a change.\"<\/p>\n\n\n\n

Only when you break that sentence apart does its full force become clear. Rosenblum compresses five accusations into a single line, and not one of them is casual. The war on immigrants is the very policy whose numbers he himself spent years tracking. The war on federal employees is the assault on the career professionals he describes as brilliant, dedicated experts working in an increasingly hostile environment. The war on facts is the destruction of everything he spent a decade building. And then, almost tucked away in parentheses, making it even heavier, come the crazy war in Iran and the brazen corruption, two accusations that career government officials almost never say out loud. Someone who writes like that is not speaking in anger. He is counting his words, just as he counted numbers for ten years, laying them side by side like one final statistical report on the condition of a government. It is the sober assessment of a man who spent a decade working with data and who describes the administration not with adjectives but with a list of its wars. It is a list longer than any government can afford.<\/p>\n\n\n\n

The department itself immediately supplied evidence for the last of those wars. Asked about Rosenblum's resignation and his reference to a war on immigrants, a department spokesperson replied that everyone is entitled to an opinion, but that does not make it correct or factual, and that the department does not comment on personal employment decisions. That single statement contains the very war on facts Rosenblum described, because the moment a government agency dismisses the words of its own chief statistician as merely an opinion, it has already abandoned the distinction between data and ideology. Rosenblum, for his part, praised his colleagues as outstanding career civil servants, brilliant and dedicated professionals who continued delivering high quality work in what he described as an increasingly hostile workplace. A former DHS spokesperson from the Biden administration called him exactly the kind of public servant every American should want, adding that when a government suppresses or ignores facts that do not fit its reckless political narrative, it drives out the very people whose job is to make government transparent.<\/p>\n\n\n\n

Rosenblum is not the only official to leave since Trump's second inauguration. Acting ICE Director Todd Lyons and several acting heads of FEMA have also departed. Most of them, however, remained silent about the administration's direction, as did Kristi Noem, Trump's first Homeland Security secretary, who left office under a cloud of scandals, along with her controversial adviser Corey Lewandowski. ICE attorney Ryan Schwank became one of the rare exceptions when he testified before Congress that the agency's training program for new officers was fundamentally broken. Now Rosenblum has joined that small group.<\/p>\n\n\n\n

What makes all of this even more remarkable is that he warned about it years ago. Before joining the first Trump administration, Rosenblum testified before a Senate committee in 2015 that a policy of mass deportation could prove risky, expensive, and cruel, and that the larger the number of people a government tried to remove, the more the policy would ultimately work against itself. The dilemma of deportation, he wrote in his prepared testimony, is that more humane enforcement is fundamentally in conflict with stricter immigration control, and that any aggressive enforcement system inevitably damages established families and entire communities.<\/p>\n\n\n\n

He also spelled out the economic cost. Aggressive enforcement, he warned, spreads fear throughout immigrant communities, reaching even children who are not directly affected. Two out of every three undocumented immigrants are employed, and deporting them disrupts labor markets while reducing job creation by American businesses. Citing one estimate, he noted that deporting all 11 million undocumented immigrants would shrink the American workforce by 6.4 percent and reduce real economic output by $1.6 trillion, a decline of 5.7 percent. A decade later, those warnings have become government policy.<\/p>\n\n\n\n

Rosenblum himself is not leaving in bitterness. He announced that his next position will allow him to continue working on immigration data and immigration policy, pursuing goals that align with his own values and, he wrote, with those of most Americans. First, however, he plans to take a month off. In just over 4 weeks, that break will be over, and the man who until now safeguarded the government's immigration numbers will begin using them where they are likely to hurt this administration the most. So the man who spent years guarding the department's numbers quietly and with dignity walks out the door, leaving behind one question that weighs even more heavily than his departure. Who is still counting what is happening inside that department, and who will show it to the people who need to know?<\/p>\n\n\n\n
