This is one of them. The attacks this investigation has drawn, especially from within the EU, have been absurd, but we're used to that. Nobody is going to intimidate us. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A principle lasts only until someone figures out what it's worth giving up. The European Union gave up its own principle of no longer supporting the Russian fur trade for the price of a single pelt, and it took just 3 months. In April 2026, it placed tanned and processed Russian sable pelts on the list of banned imports. In July, with the 21st sanctions package, it took those very same pelts right back off the list. Code 4302 covers dressed or tanned furs and individual fur parts. By using the wording \"ex 4302,\" only certain products within that category are covered by the new trade restrictions. At the same time, sable pelts (Martes zibellina) are explicitly excluded, even though Russia has dominated the global sable market for decades and these pelts rank among the most valuable fur products in the world. Anyone who genuinely intended to apply sanctions comprehensively to Russian luxury goods has every reason to ask why this particular product received special treatment.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission argues that Russia's dominant position in the global sable market leaves European processors with virtually no alternative suppliers. It is the familiar language of inevitability, where convenience is dressed up as necessity. Sable is not a commodity without which an economy would collapse. It is the most expensive fur in the world. A sable coat costs tens of thousands, sometimes hundreds of thousands of dollars, as much as a luxury car. Anyone talking about a lack of suppliers is not talking about keeping a continent running. They're talking about supplying a handful of luxury fashion houses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who pushed this exemption through is already known. Italy and Greece, the EU's largest importers of Russian sable pelts, pressed for it, as investigative reporting has shown. Under the Council Regulation, tanned or processed pelts of the species Martes zibellina under customs code CN 4302 are now exempt from the ban, while the prohibition remains in place for other processed furs. Finished products made from Russian fur still cannot be imported, and European companies are still prohibited from exporting fur garments as luxury goods to Russia. Sanctions have one declared purpose, to weaken Russia economically, and their logic demands hitting Moscow where it profits the most. Sable is exactly such a market, one that Russia controls almost single handedly, from the forests of northern Asia to the global luxury trade. The very dominance now used to justify the exemption is actually the strongest argument against it. When you allow an authoritarian regime to monopolize a market, you make yourself dependent on it and voluntarily hand it leverage, all for the sake of a fur coat. The one place where sanctions would genuinely hurt Russia is precisely where Europe chose to back down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the true value of a rule becomes visible, not in its wording, but in the very first exception carved into it, and in who benefits from it. An embargo that stops at the sable coat reveals exactly where determination ends. It doesn't end at the front lines. It doesn't end with gas. According to Russia's only international fur auction house, companies from Italy and Greece remained among the largest foreign buyers of Russian sable even after the invasion of Ukraine began. In September 2022, an Italian fur company purchased the auction's top lot for itself. In May 2023, another top lot was bought for a private customer in Moscow. The war went on. Cities burned. Yet inside the auction halls, pelts continued changing hands as though nothing had happened. Nor was the sable exemption the only concession in the package. Greece succeeded in keeping Russian liquefied natural gas shipments to third countries alive, while member states rejected proposed restrictions on Russian fish after several governments opposed them. Every sanctions package leaves the negotiating table with more holes than it had when it arrived, and every one of those holes bears the name of a country that knew how to protect its own interests.<\/p>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Months of Investigation Led to the Answer<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How this single exemption came into existence only becomes clear once you try to find it in the documents themselves, and that alone reveals how Brussels writes its laws. Not behind closed doors, but inside a maze of document numbers, revisions, annexes, and cover notes that almost no outsider would voluntarily work their way through. The original question was simple: who decided that the most valuable fur Russia exports should once again be exempt from sanctions? Finding the answer took months. Investigations like this are expensive, exhausting, and painfully slow, yet they remain indispensable for a society that still wants to know what really happens behind the doors of the European Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trail began early. In document ST 5339\/26 ADD 1 and in the consolidated legal text published in April 2026, customs code 4302 covering tanned or dressed furs appeared, and that is where our investigation began. At that time there was no exemption whatsoever for sable. The rule was clear: processed Russian sable pelts were included in the ban. The story appeared to be over. Then came the 21st sanctions package. In June, the Council opened document series ST 10413\/26, first the INIT version, then REV 1 through REV 4, and that, we believed, had to be where every later amendment would appear. For days we searched every publicly available version, systematically, not casually. The result was nothing. Not a single hit. Not one line mentioning Russian sable. At that point it would have been easy to conclude that the investigation had failed. In reality, that was where it truly began.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">he trail unexpectedly led to the document database of the Austrian Parliament, where the chain of documents proved easier to reconstruct than in the Council's own register. Suddenly separate annexes appeared: ST 10413\/26 ADD 1 together with REV 1 through REV 3, followed later by ST 10413\/26 REV 3 ADD 1, REV 3 ADD 2, and REV 4 ADD 1. Only then did it become clear why the earlier search had produced nothing. The actual changes to the customs lists had not been made in the main legislative text, but in separate annexes, a convenient trick. Anyone reading only the final regulation never sees how those changes actually made their way into the law. Yet even there, the exemption was still missing. Once again every revision was searched. Once again the same keywords. Once again nothing. Not even \"Martes zibellina\" appeared anywhere. Only a cover note finally changed everything. Document ST 10018\/26 INIT, dated July 23, 2026, contained in its final annex exactly the wording we had been searching for: \"excluding furskins of sable (Martes zibellina).\" It was in a cover note, not in the revisions we had spent days examining, that the decisive exemption became publicly visible for the first time. By the day the sanctions package was officially adopted, the exemption was already there. It was during this very period that negotiations within the European Union over the 21st sanctions package began, ending with Russian sable of all things being exempted from the import ban. <\/strong><\/p>\n\n\n\n<p class=\"has-background wp-block-paragraph\" style=\"background-color:#d7f925\"><strong>At the same time, our own investigation got underway. The timing raises serious questions, even if, by itself, it does not prove that the fair or contacts made there influenced the decision that followed.<\/strong>.<\/p>\n<\/blockquote>\n\n\n\n<div style=\"height:4px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Sojuzpushnina Fur Auction House \"Fur Palace\"<\/strong>&#8222;<strong> at Mebelnaya Street 12A in St. Petersburg<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"354\" src=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday178.webp?resize=640%2C354&#038;ssl=1\" alt=\"\" class=\"wp-image-42174\" srcset=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday178.webp?w=905&amp;ssl=1 905w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday178.webp?resize=18%2C10&amp;ssl=1 18w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday178.webp?resize=300%2C166&amp;ssl=1 300w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday178.webp?resize=768%2C424&amp;ssl=1 768w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><figcaption class=\"wp-element-caption\"><strong>The New Sojuzpushnina Auction House Location - Protected Like a Military Installation<\/strong><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">While that trail came to an end, another one opened, this time leading not through document numbers, but through money. According to published financial records, the International Fur Federation received approximately \u20ac223,870 from the Russian auction house Sojuzpushnina in 2023, while more than \u20ac216,000 from the same financial structure flowed into the Brussels lobbying activities of the fur industry. Additional payments from a Russian auction house were budgeted for 2024. Sojuzpushnina is Russia's only international fur auction house and one of the principal marketers of Siberian sable, and together with the Russian Fur Union, the Hellenic Fur Federation, and the Italian Fur Association, it belongs to the same international industry network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April 2026, while the import ban was already in force and negotiations over its rollback were taking place at the same time, industry representatives gathered at the fur fair in Kastoria, Greece. Greece's fur industry had been publicly demanding exemptions from the Russia sanctions since 2022. Italy pursued the same objective, and both countries later pushed within the European Union for the sable exemption.<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"354\" src=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday177.webp?resize=640%2C354&#038;ssl=1\" alt=\"\" class=\"wp-image-42171\" srcset=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday177.webp?w=905&amp;ssl=1 905w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday177.webp?resize=18%2C10&amp;ssl=1 18w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday177.webp?resize=300%2C166&amp;ssl=1 300w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday177.webp?resize=768%2C424&amp;ssl=1 768w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-background wp-block-paragraph\" style=\"background-color:#d7f925\"><strong>The Kastoria International Fur Fair website simultaneously features a recap of the first day of the 51st fair in April 2026 while already promoting the 52nd edition scheduled for April 2027 at the top of the page. In that recap, the organizers themselves state that buyers from more than 30 countries, including Russia, were already present on the very first day of the event. It shows just how routine the participation of Russian market players in the international fur trade still was in the spring of 2026, at the very time the European Union was already negotiating the sanctions package that would ultimately exempt Russian sable.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">This is not proof of improper influence, and anyone claiming otherwise would cross the line of responsible investigative journalism. What remains is an unusually dense chain of connections and one question that no regulation answers. One thing is certain. On July 23, 2026, there it was: \"excluding furskins of sable.\" Four words that gutted an import ban. Who signed off on them remains hidden in the darkness of working groups and backroom negotiations where no citizen has any visibility. This is what Europe's lawmaking process looks like, and that weighs even more heavily than the sanctions package itself. We will keep digging, and we will not stop until the files are opened and reveal who wrote this exemption into European law.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>The Sables Pay the Price With Their Lives<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second betrayed principle carries even more weight because the Union did not merely proclaim it in speeches. It wrote it into its own laws. Article 13 of the Treaty on the Functioning of the European Union requires both the Union and its member states to pay full regard to the welfare of animals as sentient beings in all of their policies. That is not a recommendation. It is primary law, the highest level of the European legal order. Directive 98\/58 further requires unnecessary suffering to be avoided and animals to be kept in conditions appropriate to their needs, and it also applies to fur animals. The Commission itself recognizes animals as sentient beings and is currently examining whether to ban the breeding of mink, foxes, raccoon dogs, and chinchillas solely for their fur, as well as the sale of those pelts.<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"354\" src=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday176.webp?resize=640%2C354&#038;ssl=1\" alt=\"\" class=\"wp-image-42170\" srcset=\"https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday176.webp?w=905&amp;ssl=1 905w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday176.webp?resize=18%2C10&amp;ssl=1 18w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday176.webp?resize=300%2C166&amp;ssl=1 300w, https:\/\/i0.wp.com\/kaizen-blog.org\/wp-content\/uploads\/2026\/07\/batch_Kopie-von-Kopie-von-kaizennewsday176.webp?resize=768%2C424&amp;ssl=1 768w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Place these contradictions side by side, and the full hypocrisy of the situation becomes impossible to ignore. The very same Commission that declares killing animals for luxury goods to be ethically unacceptable and is considering ending fur farming, including farms that still operate in Greece, Spain, Hungary, Finland, and Poland, created a special exemption that same summer for the most expensive fur in the world because its luxury industry did not want to give it up. It invokes animal welfare where it costs nothing and forgets it where a single pelt is worth hundreds of thousands of dollars. The animal dies just the same. It simply dies for a market whose customers can afford coats that cost as much as a luxury car. Either animal welfare is a principle, or it ends where the value of a sable pelt begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The social reality behind all of this needs no exaggeration. It is stark enough on its own. The average European does not buy a sable coat that costs tens of thousands of dollars. The exemption benefits the manufacturers and buyers of an extremely expensive luxury product, and no one else. That is exactly why the question must be asked: why should the economic interests of a tiny, extraordinarily wealthy clientele outweigh both sanctions against an aggressor state and the animal welfare principles guaranteed under European law? It is a decision that sacrifices 2 principles in order to protect a single luxury market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission will argue that finished fur coats remain banned and that exports of European fur garments to Russia are still prohibited. But anyone who allows the raw material of luxury to flow again while banning only the finished product has not drawn the line at war or at animal suffering. They have drawn it at revenue. The exemption is small, one customs code, a few lines in a regulation, and that is precisely why it says so much. It reveals more about the true order of Europe than any solemn declaration ever made about European values.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the end, one question remains, and it is one the Commission has yet to answer politically.
