At the time, it was a longer report about an unidentified man who was struck by a semi truck while running from immigration agents. Our investigation was not yet complete, and authorities refused to answer questions. Today, the dead man has a name, a family, and a story. And that story turns the official narrative upside down. <\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p><strong>The man was not a migrant. He was a tourist.<\/strong><\/p><\/blockquote><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Juan Jairo Coronilla Dur\u00e1n, 28, was from San Luis de la Paz in the central Mexican state of Guanajuato, where he owned a restaurant. On July 14, he died in St. Augustine on Florida's Atlantic coast after, according to authorities, running across a busy roadway and into the path of a semi truck. Our investigation has now established that Juan Jairo Coronilla Dur\u00e1n was legally in the United States on a valid tourist visa and already had a return flight home booked for the following Saturday. He had no intention of staying in the United States. Coronilla had been in the United States for just three weeks. First he stayed with friends in Georgia, then he spent a few days on Florida's beaches. Two days before his scheduled flight home, he was dead. A man who came to visit relatives and see the ocean ended up crushed beneath a semi truck while being chased by agents of a country where he was nothing more than a guest. Just before 7:00 a.m., a car carrying four people pulled into the parking lot of a Wawa gas station. During an encounter with ICE agents and investigators from Homeland Security, all four ran. Coronilla ran across the road, straight into his death. What triggered the encounter, and what happened to the other three people, is still only partially known. Our investigation and interviews with witnesses, however, found that he did not understand what was happening or what the officers were telling him while the agents became increasingly aggressive. \"Juan Jairo Coronilla Dur\u00e1n was terrified, and that's why he ran,\" multiple eyewitnesses told us independently. Even though he had a valid tourist visa, he feared they were going to arrest him by mistake. Fear does not follow logic, and that is exactly what makes it real. A person who knows they have done nothing wrong but suddenly feels threatened often loses the very calmness that could have protected them. Time and again we have seen people with perfectly valid documents panic under pressure and run blindly. And the more aggressively officers behave, the more they push innocent people into exactly the kind of behavior that then makes them look suspicious. She stopped, ran to him, desperately tried to perform CPR, and begged him to keep fighting until paramedics arrived. He died from his injuries. Fighting back tears, she said his family should know he did not die alone because she stayed with him until the end. She also described something that adds another layer to the official version of events. According to Atkinson, a uniformed deputy from the St. Johns County Sheriff's Office was chasing the man in a patrol vehicle as he ran across the roadway. She is being assisted by Colectivo \u00c1rbol and the Mexican Consulate.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">At this point, it is worth considering an idea that is older than any immigration policy. It is the idea of the guest, and for centuries the way a society treated its guests was seen as a measure of civilization itself. In the ancient cultures of the Mediterranean, the stranger knocking at your door was believed to be under the protection of the gods. To harm such a guest was considered sacrilege. Anyone who welcomes a guest accepts the responsibility of making sure no harm comes to them while they are under their roof. A nation that drives a tourist with a valid visa and a return ticket across a highway until he is killed by a semi truck has not merely violated that ancient obligation. It has forgotten it. Together with the Mexican Consulate in Orlando, she is now arranging for his return. He was the third person to die within a single week, and the other two did not die in accidents. They were shot. In Houston, Texas, an ICE officer shot and killed Mexican construction business owner Lorenzo Araujo Salgado during a traffic stop on July 7. Shortly afterward, a Colombian man was killed in Biddeford, Maine. In both cases, Homeland Security claimed self defense. In both cases, there is still no video and no evidence. Our investigations have relentlessly exposed one lie after another from the authorities, and by now there are a lot of them. Within just a few days, the number of dead has grown into what officials describe as a series of unfortunate isolated incidents. But together they carry the unmistakable signature of a method. And one number reveals just how systematic it has become.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-text-align-left\"><blockquote><p>In June alone, ICE arrested 43,138 migrants, more than in any previous month, and the majority had no criminal record.<\/p><\/blockquote><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">When enforcement reaches that scale, officers are no longer targeting individuals. They are sweeping through crowds. And when you sweep through crowds, you end up grabbing more and more innocent people. Coronilla, the tourist, Johan Sebasti\u00e1n Dur\u00e1n Guerrero, and Araujo Salgado, men who were mistaken for someone else, are the names currently giving that statistic a human face. Right now we are investigating 18 deaths and more than 1,500 cases involving detained people. Every single case raises new questions. What is happening in America is not some distant issue. It is a demonstration of a method that already has plenty of supporters in Europe, wherever political parties want legal protections to depend on where someone comes from. You only have to see these images once to understand that the hand governing this way should never have been handed power. And in Europe, voters still have the chance to stop it. Araujo Salgado, 52, a father of three, had lived in the United States for 35 years, was on the verge of legalizing his immigration status, and had no known criminal record. Homeland Security claimed he tried to run over an officer. A Texas prosecutor, however, said the officers had actually been looking for two Guatemalan men driving a similar vehicle. Instead, they killed an innocent man - and even if he had been guilty, that still would not have justified killing him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lengths authorities went to in search of evidence against him are revealed by one detail that is difficult to stomach. The FBI searched Araujo Salgado's vehicle for illegal substances and claimed several small bags contained a white powder that appeared to be methamphetamine. His brother's attorney later explained that the substance was nothing more than a salt mixture the men used to replace electrolytes while working in the brutal Texas heat. The sweat of construction workers was almost turned into a drug bust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, however, a court has finally drawn a line. On Monday, U.S. District Judge Keith Ellison barred the deportation of Jose Trinidad Rojas Pliego, one of the three passengers in the vehicle and a witness to the shooting. The judge ruled that Rojas Pliego must remain in the Southern District of Texas while his habeas petition is pending because he claims ICE is holding him in violation of the Constitution. Homeland Security said it would comply with the court's order. It is the simple logic of the rule of law that prevails here. You cannot deport a witness whose testimony could contradict your own version of events. A second passenger, Daniel Tirado Pantoja, filed a similar petition the very same day, and the highly cooperative Harris County District Attorney's Office is helping all three witnesses apply for a special visa available to people assisting a criminal investigation.
