Last Monday, an officer with U.S. Immigration and Customs Enforcement shot and killed a 25-year-old father named Johan Sebasti\u00e1n Dur\u00e1n Guerrero in Biddeford, Maine. The shooter is David Michael Brouillette, 37 years old, a man who has worn many uniforms over the years. What has emerged since then comes not from political opponents, but from investigations and from the people who knew him longest. Together, they paint the picture of a man whose own circle believed tragedy was only a matter of time.<\/p>\n\n\n\n

On Saturday, his second ex-wife, Lucinda Brouillette, released a written statement to the press. She asked herself the very question many others are now asking: whether she believed he was capable of violence on this scale. Her answer left no room for doubt. Unequivocally yes. That belief, she wrote, was not based on speculation but on what she had personally experienced over many years. For a long time, she had feared that his anger and escalating aggression would eventually turn into severe, life-threatening violence, and she often believed she herself would be the one on the receiving end.<\/p>\n\n\n\n

It is a statement fully aware of its own restraint. Lucinda repeatedly emphasizes that she was not present during the shooting and does not want to speculate about what happened. The facts, she says, must be established by investigators and the courts, not by public opinion. What she can describe is only her own experience. That experience stretches back many years. She was married to him throughout his entire military career and says she lived through years of intimidation, manipulation, and controlling behavior that continued long after his service ended. According to her, several physical assaults were witnessed by friends and family members.<\/p>\n\n\n\n

This week, Lucinda asked a court for a protective order and requested temporary sole custody of their 11-year-old daughter. It is not the first time. Earlier court records show that she accused him of kicking in her front door and repeatedly falsely claiming she was addicted to drugs in an effort to destroy her credibility before the court. She also alleged that he distributed intimate images of her to other people. On Thursday, a district judge in Kennebec County denied her request for a temporary protection order after a hearing attended by Brouillette. Of all the previous protective order requests filed during their relationship, only one was ultimately granted on a permanent basis, the one issued in 2019, the year of their divorce. Every other request was dismissed within weeks.<\/p>\n\n\n\n

This is the point where Lucinda quietly identifies the deepest wound of the entire case. For years, she says, she brought her concerns to the police, to the courts, and to state health and social service agencies. She tried to explain what she believed was a long-standing pattern of abuse and control because she genuinely feared where it would eventually lead. From her perspective, those warnings never received the attention they deserved. To remain unheard while constantly fearing retaliation, she wrote, was one of the loneliest experiences of her life. At this point, one cannot help but think of the philosopher G\u00fcnther Anders, who wrote about humanity's inability to emotionally grasp the consequences of its own actions in proportion to its ability to create them, calling this gap the Promethean gap. Applied to a system of courts and government agencies, it means a bureaucracy can receive warnings without truly feeling them. It opens a file where a human being is crying out for help. Between that case number and the dead man in Biddeford lies a distance that, in the end, no one was willing to cross. The warning existed. No one truly listened.<\/p>\n\n\n\n

Brouillette's career gives these allegations additional weight. He served in the Maine National Guard from 2007 to 2010 and then in the U.S. Army from 2010 to 2015 as a reconnaissance specialist. From May 2012 until February 2013, he was deployed to Afghanistan and left the military with the rank of Sergeant. Afterward, he held numerous positions in law enforcement and public safety throughout Maine. According to Lucinda, he frequently spoke about his intelligence and surveillance skills. He liked to present himself as someone capable of manipulating people, deceiving others, and remaining in complete control under pressure. Whether those claims reflected reality or were simply meant to intimidate people, they created an atmosphere of fear.<\/p>\n\n\n\n

His first ex-wife, Ashley Brouillette, whom he divorced in 2010, also came forward publicly on Thursday and made similar allegations. But perhaps the most important witness was not a family member at all. It was Brouillette's closest childhood friend in Maine. Scott Collins testified during Ashley's divorce proceedings against the man who had once been his closest friend. His testimony carries particular weight because it lacks the motive for revenge that critics might attribute to a former spouse. Collins described Brouillette as someone who constantly looked for confrontation. If he saw something online that he disliked, written by someone he knew, he would go out of his way to start an argument in person. Collins also testified that during their school years Brouillette regularly used racist slurs against Black people. Brouillette's attorneys responded that the two men had once been close friends but that the relationship had fallen apart because Collins had become jealous of their client's successful career. In that version of events, the witness becomes the jealous one. The easiest way to discredit testimony has always been to discredit the person giving it.<\/p>\n\n\n\n

Ashley added something that shapes the suspicion many people now have in mind, even though no one can prove it. She said he displayed racist behavior and that his nickname in school was White Boy David, if that says anything at all. She fears racism may have played a role in the death of Dur\u00e1n Guerrero. Legally, however, that remains a suspicion and nothing more until investigators uncover additional evidence.<\/p>\n\n\n\n

Lucinda ends her statement with a request that reaches the moral heart of the entire case. David Brouillette, she says, is the person under investigation, not her, not their children, and not the rest of their family. None of them chose this situation, and none of them should be judged, threatened, or harassed because of the alleged actions of someone else. Her children deserve to grow up without carrying the weight of circumstances they did not create. She hopes the investigation will uncover the truth and that justice will be served so healing can begin for everyone affected.<\/p>\n\n\n\n

What remains is a dead man, a suspect, and the painful realization that the warning signs had been there for years and could have been read. A man who prided himself on being able to read other people carried a weapon in the service of a government whose courts filed away the warnings of two women within a matter of weeks.<\/p>\n\n\n\n
