At the same time, he outlined a clear scenario: if the majority in the House of Representatives flips, the president\u2019s ability to push through his agenda collapses with it. A Democratic leadership could block legislation, escalate budget disputes, expand investigative committees, and drag every initiative from the White House into prolonged procedures. Trump would then be left to govern by executive order and permanent confrontation. Johnson argued that Trump needs \"a full four years, not just two\" to repair the country - as he framed the situation after Joe Biden. He lavishly praised the president\u2019s speech, even though it contained numerous demonstrably false or misleading claims, and attacked Democrats as \"shameful\" for voicing criticism. Behind this wording lies no rhetorical flourish but the reality of parliamentary majorities. Without the House, the president lacks the legislative foundation to advance major initiatives.<\/p>\n\n\n\n<p>The 2026 midterms thus become a turning point. Not because a president would formally remain in office or not, but because his political capacity to act depends on the arithmetic majority in Congress.
