For an EU member state that claims foreign policy stability, this is not a trivial step. Foreign policy depends on predictability and a clear line. Whoever publicly adopts a position and then relativizes it shortly afterward sends contradictory signals to Brussels. The reconstruction of Gaza is estimated by international institutions at around 70 billion dollars. Five billion is a first step, but not a viable concept.
